How To Properly Appeal a Dispute Resolution

I recently sold a listing that contained 48 items to a buyer.

The buyer filed a dispute resolution for a full refund.  They only sent me back 15 items but eBay automatically issued them a full refund based simply on delivery confirmation.

 

I have attempted to follow eBay's "Appeal" instructions, which only guides me to a simple and brief "E-Mail Us" webform at the end with no ability to attach evidence.  I have submitted this twice requesting an appeal and received no response.

 

Can anyone share with me the Fax and or written address for correspondence with eBay so that I may send them a certified letter to ensure I do not miss the deadline.

 

Very disappointing how incredibly difficult it is to find basic contact information on the site.  Time and consideration in helping is genuinely appreciated.

Or you can contact customer service by sending a private message on social media. You leave a message and an eBay employee will get back to you as soon as possible. To speed things up you can leave your registered account information in the PRIVATE message: Full name, address, phone number, email address, user ID, and a brief explanation of your problem. They may be able to give you a good email address.

Since this is therft: file a report with law enforcement and get a copy:

With a copy of a report file a appeal to eBay ruling against you: you might get a reversal of the decision against you.

 For the most part, eBay does not want your "evidence".   Buyers are 'supposed to' return the item as sent, but not doing so does not prevent a refund from your proceeds anyway.  The buyer could have sent back an empty box, and you would still be refunding in full.   

Though most would logically assume that this sort of return with items missing was a form of theft, ebay does not see it that way.  Faulty returns have always been considered "part of doing business".  Basically, youagree to become a victim of buyer fraud when you sign up to sell here. 

Though eBay cannot deduct the funds from a buyer, if the amount was not that great, eBay may grant you a 'onetime courtesy refund',  or a few $$$ credit on the return shipping you paid.

Not always. That has only really been for about 2 years.

I've been trying for over a month and I still haven't gotten anywhere you send me a recover codes from you and I still haven't gotten anywhere I'm tired of waiting and I'm in to seek an attorney about this matter so you better get ahold of me with my new phone number.       If this was in fact a chargeback through the buyers CC company then be glad you got anything back most CC companies do not require the card holder to return the items before deciding in their favor. What is sad is they are simply following a number of Federal laws that are close to 50 years old. Those laws only focus on the financial aspects of the transaction and not the logistical aspects. 

     About all you can do is, as donsdetour suggested, file a complaint with the buyers local police department as well as the FBI cyber crimes division. Neither will probably receive much attention unless there is a pattern of this type of fraud. 

     Not much information in your OP to work with regarding any other advice and I see no items sold or active on your account. Your OP mentioned something regarding "delivery confirmation" did the buyer file a INR chargeback? It would seem odd that they returned anything if that was the case. How did you respond ot the chargeback, did you accept or dispute the chargeback?
