A buyer purchased an item with a best offer. They failed to pay and a nonpayment case was opened and subsequently closed for nonpayment.
This morning I awoke to a not received case opened by the buyer. In the case the buyer states that they still want the item.
The only options that I have are to message the buyer, provide tracking and interestingly refund the buyer. I've been selling here for a long time and this is my first such incident but I find it odd that this would even be an option for a nonpaying buyer. Is this something that could maybe be fixed during an update or at least an option to escalate to Ebay so that they can close the case instead of me having to sit on the phone to get this done.
Seems like a buyer with a closed nonpayment case shouldn't have this option at all.

Usually I understand the reasoning behind these rulings, but in this case it seems like pretzel logic. An INR is allowed to be opened on a closed UPI due to the possibility that the buyer may have broken the rules in not using a 'recognised' payment? What? 🤔

This case will be closed by eBay because there is no record of a payment or shipping. Make sure you block this buyer.

That makes no sense at all. No payment = no sale. There is nothing to open a INR on. The transaction doesn't really exist without being paid for. Could you imagine trying this **bleep** at a B&M store??
If worse comes to worse:
Ship them out a tiny empty box, which is what they paid for.

This is what ebay thinks is reasonable.
The stock phrasing now about every glitch is "it is working the way we intended"
Which means its broken, we don't know what to do about it and we are going to call it an ice cream sundae until you shut up about it.

Well.... as an update on this I contacted ebay to have this case closed and I was informed by the rep that the resolution for this is to just let it close on it's own in 21 days. I asked several times if it would count as a defect against my account as it being closed without seller resolution and they told me that there wouldn't be a defect. I'm a little worried about that but hoping that it's true that my account won't suffer any ill affects regarding listing placement and such because I have this case open.
Thank you everyone who took the time to respond. I still remain confused though why this case was even able to be opened when the NPB case was closed though.

Those have been banned for 10+ years here- it's paypal, paypal or paypal (or Mg Payments which is Paypal, google pay, apple pay, credit cards etc.)
Bank transfers, mailing a check or money order- which would be a neat trick as communication about addresses are blocked on messages etc- and if they are opened up for completed transactions, ebay has no way of enforcing any returns of moneys if a person pays that way.
I like the green stamps answer better... 🙂

I still have the occasional customer that will message me and ask to send a postal money order. I don't believe that it is against ebay rules to accept other forms of payment. If a buyer messages you asking for a different form of payment you can work that deal out between the two of you. You just must accept payment through the ebay approved methods as well. As long as the purchase is done through ebay and they get their final value fee why would they care how a buyer and seller choose to handle the payment. I recently purchased a printer from a local seller. I sent them a low offer with the best offer option with a message asking if I could come pick it up as I'm local. The seller accepted my offer and we agreed on a time and I went looked over the item and paid cash. Ebay still got their fee for the transaction and I got a great deal on a printer as the seller didn't have to pack and ship it.
