Help needed with buyer

good morning. i have a buyer who reported that their item wasn't received. 

i found the racking info and the usps reports that item was delivered on dec 7 2020

buyer refuses to answer my communication. 

somehow, paypal has me with a minus balance

i dont get it

ive tried to contact ebay but...... no luck

please advise

Has a case been opened on ebay or paypal?  If so enter the tracking number into the case.
