So i sold an engine last october, then the customer opened a return in december after he took the whole engine apart and decided he didnt want it anymore, ebay obviously sided in my favour because of A) time and B) it was now in pieces. Then 5 months later the buyer surfaced again wanting his money back and started a chargeback which was decided in his favour, upon calling ebay they said i would be covered under ebay seller protection and would get an email once it was all finalized, that email never came so i followed up and now they are telling me its to bad im not getting anything because "its to expensive" How is this possible, i did EVERYTHING i was supposed to do the first time the case was opened, not once did the buyer even ask to return the engine, they simply wanted "compensation" and then they upgraded that to a full refund.

The easiest and first way to attempt to fix this is to provide proper documentation to the bank (we know they don't and bank could still just assume seller was lying of condition), or better, act as the 'intermediary' they are and NOT get involved but allow seller to contact the bank directly. We don't even know who it is or if it's real.
They can't have it both ways - be the intermediary to accept funds, take comission and coordinate, but then when there is an issue, wipe their hands. Step up or step out.

The easiest thing to do is blame Ebay when Ebay has NO CONTROL over the Chargeback system. That is all about the Credit Card Companies. Same was true when we used PayPal.
Often times I've been on threads where a seller is upset they lost a Chargeback, but have also shared they didn't try to fight it as they didn't think they would win, so they didn't even try. They have taken the advice of many that come to the threads and say it is useless to try and fight them. Sad but true.
The way to get this huge problem resolved is through legislation. Currently the CCCs are protected by LAW and can do exactly what they have been doing. So to change that we need to change the law which hasn't been updated since way before shopping on the internet became a thing.

I volunteer to serve notice (no charge), you can't as party in the case, I'm preparing my own since we seller's have buyers' addresses! I'm in CA, as is the criminal, I mean thief, I mean buyer. I've asked ebay for bank info,of course not. BTW, small claims court is over twice that here, and probably many places. Fortunately I'm not out that much and could and should wave it off as 'biz expense,' but this will accelerate. I couldn't imagine $2000 like I hear.

It's modern shoplifting. At least Target and others are attempting to block. Ebay no only allows, but INSTIGATED IT through their growing ridiculous anti-seller policies. They are clearly a CA company.

How do you know the buyer used Amex?
Ebay is not going to re-up their contract with Amex because Amex won't negotiate their fees. Amex has been known for many years to have the highest fees among the the available types of credit cards.
You are likely right that they need those higher fees to offer the additional benefits they offer their customers.

We need to start within our own states, contacting your legislators on the subject. So there is nothing for me to start. We each need to address this within their own states with enough backing that they take it to the Congress. Now I've never set up a national campaign for anything, so I'm out of my wheelhouse on this. Sorry.

I stated that -

meaning, AX may be more unreasonable than other cc's when it comes to dealing with chargebacks
And of course, most of us know the obvious and most prevalent reason is most likely the high fees charged to eBay

IDK, we don't have any access to what CC a buyer uses. And since it is pretty uniform how seller lose INAD chargeback, it is unlikely that they are all or even most of them using Amex.

It isn't money out of Ebay's pocket and likely not their fight. But it would be nice if we could get them onboard to do this. Ebay isn't the Merchant, the sellers are.

No not at all. They have to accept credit cards. It’s not their fault. Do you really think this company wants to loose 10 grand of a sale every other day. NOPE.
