How does this seller get all of their negative and neutral feedback removed? It's almost like they have it cleared on a weekly basis. First picture is a screenshot of their feedback on 9/28 and the second is just now. Feedback revision request has only gone up by one. Feedback was all left by several different buyers. Please explain?

He hasn't had all of the negative feedback removed. It appears that 7 feedbacks may have been removed.
From what you show in the "before" screenshot, all of the visible feedbacks were complaining that the Unsearched rolls did not have the rare coins the buyers were hoping for, but there was no guarantee in the listings of what coins would be included, they were described in the title and description as unsearched. The seller has received good feedback for those listings as well, so the buyers may have lost if they tried to file a Moneyback Guarantee case.

Automatically removed
We automatically remove defects, adjust your late shipment rate, and remove feedback when:
....
We take action against a buyer for violating the Buying Practices policy.
We take action to close an eBay Money Back Guarantee case or appeal request in favor of the seller.
The sellers offers a 60 day return policy, with a restocking fee. It's also possible that the buyers wanted to return the items, but were not willing to pay the return shipping or restocking fee. They may have threatened negative feedback if the seller would not pay for the return. That would be feedback extortion, which is against the buying practice policy mentioned above.

Examples of Feedback extortion
The buyer can't threaten to leave negative Feedback or low detailed seller ratings if the seller won't:
Accept a return and pay for return shipping if not covered by the original listing or eBay Money Back Guarantee.
Give a full or partial refund for an item if not covered by the original listing or eBay Money Back Guarantee.

Sadly, on today's eBay, a mega-seller with great feedback may be a great seller - or might be a lousy seller who has a lot of experience getting negative feedback removed. The sage advice to "check your seller's feedback before bidding" no longer holds water.
Winning an eBay case is an automatic negative removal, so lacemaker's suggestion that buyers filed and lost an SNAD claim makes sense. Some shady sellers also delay shipping until buyer files a Not Received case, and use that win to get anticipated negs removed.

He's had 7 negatives and 13 neutrals removed in 24 hours. Some of these are removed in an hour or less. I have been following this for a month and he has had over 75 negatives and neutrals removed in that time span. These are not the result of cases or false positives as some are removed within an hour of being left. Follow his feedback for a week and you will see what I mean.

Most sellers just call Ebay and keep calling and complaining until the CS rep removes them. It's not that hard as we see it daily here.

It could be an Ebay employee's own seller account too.

Toys R Us was really good at getting their horrible feedback scrubbed by someone in San Jose
