I don't recall shipping ever being part of the best offer process. If a buyer makes an offer it is for the item price only. The buyer still pays the cost shown on the listing for shipping.

When you make an offer, it does NOT change the shipping fee.    You are NOT supposed to ask for anything that is not in the original listing.    For me as seller, I reject ALL offers where the buyer wants free shipping. Most of them get on my best buddy list just for doing that. (BBL).
