Fraudulent Chargebacks -- PayPal is ZERO Help!

About 4 months ago, I sold a small $15 item on eBay.  About two months later, I get a notice from PayPal that the seller had filed a chargeback on the item saying he never purchased it.  Paypal asked me to submit a survey form where I submit proof that I had sent and delivered the item.  So, I sent a link to the USPS tracking number showing that it was delivered to the buyer's address.  I also pulled a screenshot showing a the buyer's eBay name from Paypal along with a screenshot of my eBay seller feedback with this person actually leaving positive feedback on the item in question.  OK, so how hard is it to figure out the buyer got what they paid for, even through their own admission by leaving positive feedback?  This was a no-brainer homerun as far as I was concerned.

Well, apparently not.  PayPal next says they will not dispute the chargeback and are charging me $20 and the additonal $15 of the chargeback.  I call them and they say it's "out of their hands" and it's up to the issuing card to make a decision, often taking up to 60 days or more.  So today, I get their decision to deny my claim and award the buyer his money back.  So, in essense, PayPay screws me over the CC issuer, and they in turn screw me over further.

Honesly, I doubt they even bothered to do any due diligence in this matter at all; either the CC issuer or PayPal.  This is so frustrating to be scammed like this.  What's even more infuriating is PayPal does NOTHING but deny, deny, deny.  The whole system is rigged because all PayPal has to do is push one button and they get a "free" $20 fee for handling the chargeback.  If they denied the bank's chargeback by citing my irrefutable evidence , and awarded in my favor, they must refund the fee and submit to further litigation by the bank.  It's so much more advantageous to them to deny the claim and let you get screwed over by the bank (which they know is going to happen).

Folks, PayPal IS NOT YOUR FRIEND!  DON'T EVER FORGET IT.

I hava had two "Unauthorized" chargeback cases opened against me and both times paypal has had my back. Not sure what "link" you sent, both times I just entered the tracking number.

Okay. Something went very wrong here as an UAC is the easiest dispute to win on PayPal.

As long as you can show with tracking that you SENT it to the address given you by PP you're covered by Seller protections.

Did you actually upload the tracking #? Or the dispute said they HAD the tracking and it was "under review"?

It's true that even though you're covered the dispute can stay 'open' for quite a long time.

If yes, you need to call back and demand they reverse the chargeback fee AND return your funds because you're covered by "seller protection" (unless there is more to this than we're being told)

I sent them the tracking number AND the link to the tracking query, just to make it simple for them.

I did everything they asked me to do. I even uploaded a photo of my screenshot showing this eBay user (and coincidentally, his eBay username was his REAL name) giving me positive feedback on the transaction. The tracking number I sent, along with a URL link to the tracking of the actual tracking from the USPS website.
