I have a pool cue shaft for sale that I made. The customer ordered a different one and I made it for them . The payment name and delivery names are different and I asked the buyer about it and they canceled the order and asked for refund.

Ok .. so your buyer asked to cancel.. Did you refund them? I don't know what your getting at by your title of fraud... Just cancel the purchase refund and move on...I see no fraud going on here. 

I don't see what payment name and delivery names have to do with anything they don't need to match. You ship to the address associated with the transaction. I have many buyers who use their hubby's CC to buy items to ship to themselves (different first name)or they are buying as a gift for someone else. Your buyer was most likely offended by your question and decided not to do business with you.

I regularly order items/pay under my name and have them shipped to my dad (completely different name and address).   I don't know why your buyer wouldn't just explain instead of cancelling, unless it annoyed them that you questioned them.

So you, at the request of a buyer,  custom-made a pool cue.  Was it then listed for sale on eBay? 

Buyer's payment name and delivery name were different.

To the best of my knowledge, that doesn't matter.  Maybe it was a gift.

All you needed to do was ship it to the delivery address you saw with the order.

How did the buyer cancel the order? Had they paid? Did this transaction go through eBay?

I buy items and have them shipped to hundreds of clients, what if it’s a gift?  I don’t understand your position.  You may need to take a step back and think like a buyer instead of a seller.

Never change from the addy on file for the sale:

you HAVE zero protection by doing so.

If buyer requested you cancel the sale; Make sure it is the buyer; Cancel the sale (reason is buyer requested) ...: easier than the other problems you can get.  It should auto refund from the cancellation .
