Ebay said 250 free selling items, The first itemi listed 15.00 item they charged me 4.00 insertion fee Rip off
It I dispute it cost me another 20.00

Listing fees can be free. It seems like you might have confused final value fees (when you sell something) with the listing fee. In most categories, the FVF is 12.55% of the item price, the shipping cost and the state sales tax, if any. You might want to do a little more reading. (Couldn't find your listing, so cannot comment further).

Some add ons to listings are not part of the 'free 250 listings'. At $4, sounds like you chose Bold Title.
"Stand out with a bold title in search results($4.00)"
This option is NOT free, and clearly states it will cost $4.00.

I looked at your ended items and it appears the power supply had a bold title. This feature costs $4.00 to use (as mentioned earlier). It is an optional add-on which can be pre-selected or selected by mistake when you list. Before submitting your listing it will show you the cost (usually .00) and if something is added on to this you can uncheck the box for that option before listing.

OP did use a bold title. That option should just go away - one can barely notice it in listings. I can’t imagine being swayed by a bold title.

When listing on a phone, it is easy to mistakenly click on bold title by mistake. If you're zoomed in you can accidentally touch that line and not see the box get checked off screen.
At $4 a pop I don't imagine ebay wants to do anything to prevent it from happening.

eBay does not say "250 free selling listings".
eBay says "Pay no insertion fees on 250 auction-style or fixed price listings", with a link that explains what qualifies as a zero insertion fee listing.
