Been about a decade or longer since a buyer could receive a negative feedback. Sellers were abusing the system and running buyers off with nasty retailitory comments. EBay put an end to that.

Probably because it's against eBay's rules and has been so for a long time.

Because denegrating buyers is bad customer service, negative customer experience and may discourage buyers from using EBay. EBay wants to retain buyers, not lose them.
Although MANY of us would like to give some buyers negatives, it does not meet/suit the needs/goals of EBay and thus they have disallowed that practice.

Sellers have been unable to leave negative or neutral ratings for buyers since May 20, 2008. How fortunate you are to have never had occasion to notice this before now.

I think EBay did sellers a favor by disallowing them from giving buyers negs. Aside from my earlier point of it driving buyers away and that being intrinsically bad for ebay and sellers alike .... can you imagine how bad sellers would look w/ the negs they would give buyers? I mean we already see sellers replies to feedbacks that make the sellers look awful, not just imagine the feedback that would be given... geez!

The real reason is ebay being shortsighted and interpreting data wrong.
They looked at the numbers and found out that "buyers" who received negative feedback were less likely to buy again and thus they scrapped it.
In reality a lot of those "buyers" were scammers who were being called out for being slimeballs and as a result dumped their accounts, not wanting future victims to know of them being slimeballs they made a new accounts instead. So now scammers have to go through less steps to continue scamming and overall trust is down because of it. It was in reality one of the only meaningful ways sellers had to protect themselves.

What is the law? You shall not leave negative feedback for buyers. That is the law!

You can't leave nagative feedback for buyers anymore because back when you could, many sellers left negative feedback in retaliation for receiving negative feedback (instead of trying to fix whatever the problem was or at least leave a polite reply apologizing for it). Also, buyers resented getting negative feedback in general, even if it was due to them not paying for an item. So buyers were leaving the site in droves due to receiving negative feedback.
Best practice now is to leave feedback for the buyer as soon as they pay, because they have fulfilled their end of the transaction. This encourages them to do likewise for you as the seller and also shows confidence on your part that they will receive and be pleased with their item.
Don't hold buyer feedback hostage until they leave feedback for you. "But until I know they have received the item and are happy with it, the transaction is not completed," some sellers contend. I respectfully disagree. Once the buyer pays, they've held up their end of the deal. So thank them via positive feedback!
If there's a problem after that, it's up to you to successfully resolve it.
