You can not leave a Negative feedback for buyers. It will be removed by eBay. Buyers can leave Negative feedback for Sellers. Those are the rules of eBay.

Sellers can't leave ANY feedback other than positive. And if you think leaving negative comments in a positive review is smart, better not do that. You can get punished by eBay for doing that.
Just block them and move on.

You can only cancel the transaction, after 4 days, and be sure to use the reason Buyer Has Not Paid. That will/might get them a slap on the wrist. No one really knows. Ebay is not transparent. However, if you ever get inappropriate feedback, Negative, Neutral or sketchy Positive, you always have the option of REPLYING to their feedback. I use it sparingly but definitely as appropriate. Some will suggest you "just move on" but done properly it lets anyone who is checking your feedback know your side of the story.

You can’t do that. Why would you want to do it anyways? What will it accomplish? Would you as a buyer ever want to go to a website you have been labeled as a bad customer? Just because a buyer doesn’t pay for your item doesn’t they won’t pay for another sellers items. Maybe the buyer got Covid and is in the hospital? Maybe customer died? Maybe customer lost unexpectedly? Maybe their spouse is mad at them for bidding?
You can’t see a buyer’s feed back until they actually bid on your item.

After four days you can cancel the transaction for nonpayment to give the buyer a strike and prevent feedback from being left by either party. If you cancel earlier or for other reasons, the buyer will not get a strike.
Add the user to your Blocked Buyer List to prevent that particular user from bidding on or buying any more of your listings, regardless of what other sellers do.

Be sure to set your Buyer Requirements to preemptively block bids or purchases from users with two or more unpaid item strikes in the last year.
You can avoid unpaid items by listing your item for a fixed price with immediate payment required and by not accepting offers.

You can't. Buyers can only receive positive feedback. If they didn't pay cancel the sale on day 5 of non payment citing buyer didn't pay and then block them. Ebay will issue a strike to that person that may hinder their ability to bid or buy again.

Sellers have been unable to leave negative or neutral ratings for buyers since May 20, 2008. How fortunate you are to have never had occasion to notice this before now.

When a seller cancels a transaction pased on "Buyer hasn't paid," the buyer gets a nonpayment strike. In their site preferences, sellers can choose to block bidders/buyers based on their strikes, the strongest option being 2 strikes in the past 12 months.
Sellers can see in their "Buyer Requirements Activity Log" that bidders/buyers have indeed been blocked by this option.

I really believe that sellers should be able to leave factual feedback as in the olden days. That they can't stands out like a sore thumb as to the unlevel playing field they find themselves working on.

and the problem with that is
1.) sellers need no training, no licensing etc. to sell so there is no control over who sells what and how they handle issues with a buyer (hence the 30 Day MBG)
2.) eBay is a selling website. That's all they do. They HAVE to protect buyers to keep scamming sellers from being able to scam (although there are still ways, it's not as easy or rampant as it could become should there be no Buyer over Seller controls)
As noted in #2 above- not any different than putting a large poster of the face of a person in the window of your neighborhood Target Store with the words 'Bad Customer' on it. This is not something that would be/could be/should be done at ANY selling entity.
