I have as of right now +23 and -1 feedback. It should be 23/(23+1) = .958333. It should round up to 96. Why hasn't it updated? Also the counted feedback are no repeats and within the past year.

Clicking on the little (i)nfo circle next to your feedback percentage shows eBay's math. They make it out to be 19/20, as follows:
The positive Feedback percentage is calculated based on the total number of positive and negative Feedback ratings for transactions that ended in the last 12 months, excluding repeat Feedback from the same member for purchases done within the same calendar week (eBay time).
Note: This could mean that the number of ratings used for this calculation is different from the same number shown in the recent ratings table on the left.
Positives / (Positives + Negatives)
This member's 12 month Feedback ratings
Positives: 19 Negatives: 1
This member's positive Feedback percentage
19 / ( 19 + 1 ) = 95%

Your percentage is based on 19, not 23, feedback. This can be due to multiple feedback from the same member for transactions within the same week (e.g., from seller 100heroes) and because the count is based on the transaction date, not on the date that the feedback was left. So some of those 23 might be feedback that was left within the past 12 months, but for transactions that were more than 12 months ago.

I already stated I didn't count the repeated feedback. If you count back from 1 year it's 23 positives and 1 negative. Also, the icon is stuck on 19 feedback for 2 months now. It doesn't change when I get new feedback. It's not 19, it's 23

Just wanted to add that even if it is 23 positives … your percentage would be 95.8%, and not 96%.
I would contact eBay on social media (Facebook or Twitter) and ask them to check your feedback percentage. [I don’t have the links handy to give you. Sorry.] The CS reps there are very competent and helpful.

I count 22 feedback (1 being 2 from same customer 'over 6 months ago) if their purchases were within 7 days of each other, would only count as 1.
22/1 is .0454 taken from 100.00% would be 95.46%- rounded down to 95%?

This person counts 21. I believe a negative actually subtracts one off your positive count total. Possibly a couple of the positives have rolled off already since it's a rolling year. Maybe it states within the year, but instead cuts off to the day from your total count.

List more items and sell more and earn feedback and the percentage will go up.

You said you thought your percentage should have 96%. I pointed out that even if you were correct about having 23 distinct positive feedbacks ... your percentage could NOT be 96%.
eBay rounds up (or down) to the nearest tenth of a percent ... and NOT to a whole number. .958333 would round up to 95.8% ... and not 96%.

Also, '7 days' is specifically Monday through Sunday, which many people don't realize.
Two purchases from the same seller ... one on a Sunday; the other on the following day (Monday) ... would count as TWO.

And it is purchases, not when feedback is given. When the purchases were made.

Seriously, there is not a whole lot of difference between, 95% or 95.8%. Had you not received that Negative from a buyer you wouldn't have had an issue. That 1 red hickey will go away in 365 days from date of receipt.
Clearly, recall never receiving all A's or 4.0's in 18 years of formal education, except in phys ed, wood shop and two years of French - life was and still is good.
