Hello,
2 questions.
How do I block shipping to Hawaii, Alaska and Puerto Rico (shipping cost) ?
I've had 2 different people buy an item this month then, it turns out they are fake. I just sold an item to someone who opened their account yesterday. This will possibly be the 3rd time. Is there a way to block buyers that have no purchasing or selling history.

That 5-or-less block only applies to low-feedback buyers who have already bought something from you in the past 10 days. It prevents some newbie numbskull from hitting the BuyItNow on all your listings and then never paying, thus knocking all your items off the market for 4 days.
However, it does not prevent a buyer with 5 or less Feedback from buying one item from you.

Scratching my head.... I honestly want to know what you are seeing that I am not. When I saw your reply, I scrolled up to see who was writing rude comments, but I simply don't see anything written wrongly. I am asking you to explain what it is that you are seeing which signifies to you that it is rude? Where is the toxicity that you are seeing? What am I missing?

every buyer has to start sometime - doesn't mean they are fake. Funny thing is I live in Hawaii and have 4 Ebay stores. The same things happens to me with buyers from the contiguous 48 States.

That is the page from which I took the previously-posted screenshot, and the page linked to with that screenshot. Here is a screenshot showing more of the page, to make it clear that it is the page you are rfeferring to. As you can still see, the "feedback number" option is available only as a sub-option, not as a stand-alone option.

Toxicity?!? If you think this thread has even the least bit of rudeness, you are way too sensitive! @lamber9347 was merely pointing out a correction to your post but not a single post in this thread has been rude, "toxic" or otherwise impolite or unprofessional.

Regarding your blocking Alaska, Hawaii and Puerto Rico, don't your buyers pay the shipping costs?

I have the same experience this month . eBay doesn't help. I lost money bc they request return. The first one I said to myself " Ok, that can happened. Just move on." But the second time - different "buyer" similar item category , similar address ( no history record , no feedbacks) . Something is going on. I have no defense against different "buyer" making money like that. I reported buyer to eBay , but will see what eBay is going to do...

Shipping cost shouldn't be an issue. I checked your listings; they all have calculated shipping, so buyers in those locations will pay you the appropriate postage cost.

You know I was thinking the same thing. This is a brand new seller. I think our advice to this person is necessary in some respects. It's really more just corrective criticism and to me that's helpful if anything. I only saw suggestions to this new seller to give them a better outlook on selling here and what they need to do to avoid what they are experiencing right now. I've seen some real meanies here on this forum in the past, these comments here on this thread don't even compare in the least.

@analog215 The advice you have given, that the OP will find no help here, is an incorrect statement. Likewise the toxicity, but to each his own. We are all entitled to our opinions.
However, it is not opinion in regards to sales blocks. You’re spreading incorrect information in regards to the blocking of low feedback buyers. That block you reference can only be set once a buyer becomes a repeat purchaser to a seller.
There is no wholesale block for any/every low feedback buyer. Never has been, never will be. New buyers are necessary for the health of any retail institution, eBay included. They should be welcomed, not shunned.
We are human and mistakes happen. When an honest mistake is made, it is best to accept the fact with good grace rather than turn the forum into a debating hall as is sadly the case here.
