Hello,
2 questions.
How do I block shipping to Hawaii, Alaska and Puerto Rico (shipping cost) ?
I've had 2 different people buy an item this month then, it turns out they are fake. I just sold an item to someone who opened their account yesterday. This will possibly be the 3rd time. Is there a way to block buyers that have no purchasing or selling history.

If you are listing on dotCOM you can Block buyers located in those two States and/or Territories. You can also Block APO addresses.
It's the same place you can block foreign countries or even entire continents.
Although if you use Calculated Shipping the buyer can decide whether they can afford the shipping, since they will see exactly how much it will be to their doorstep. And if you use GSP you can ship to a US address, and the GSP will take responsibility for getting the shipment to the foreign customer.
As for deadbeat customers (they aren't necessarily "fake" whatever that might mean) don't bother with auctions, which make up less than 15% of eBay transactions.
Go to Fixed Price and opt for Immediate Payment Required. Your listing will be visible for up to 30 days or until someone pays for it.

You are also supposed to be able to block anyone with less than 5 feedback from being able to purchase but that feature does not work.
The Block is on buyers with negative feedback ratings. Since buyers can only get positive feedback, this means you can Block only Sellers who use the same account for buying and selling and who are really bad at selling.

Refund #1 - The buyer filed a Not As Described dispute. You sent a return shipping label and refunded on reciept.
You now have the item back to resell.
You are out only the non-refundable 30c service fee and the cost of the return label.
You are not out the original shipping cost, since the buyer paid that. And since you have the item back you are not out the original procurement cost. You can relist with Sell Similar, after correcting whatever error caused the buyer to Dispute. (If any because: Buyers Don't Read.)
Refund #2 is a "fool me once". What do the problems reported by the two buyers have in common? Not just their own status, the things they are complaining about? How can you fix that?

Show us all where you found that blocking buying folks with less than 5 FBs. Should be in the buyer requirements. some where ya' think????

Sadly, I was going to ask the same question, but see it is pointless. Instead of getting advice on how to do so, you are being criticized for it.
I expect these are buyers not going through ebay channels, telling you they have paid for the item even though they have not, and want you to go ahead and send the item.
Now the item you are trying to sell is locked for a number of days (5 days for me), until ebay finally releases it to be listed again.
I am going through that now and there is no way to contact ebay directly to get this addressed.
I will follow ckimodog's advice, it appears to be the only one that addresses the issue.
