When I click "auto relist" up to 8 times, does that mean it's a FREE listing. Or does auto relist charge the 35cents when the listings top 250?
I always thought that auto relist meant "free", even if it tops 250.

No, it's really free. The option to automatically re-list auctions up to 8 times is counted separately from your 250 basic free insertions each month. This "8 free relists" option is available only to new or infrequent sellers, so many of the very experienced members are unfamiliar with it. When one of those "8 free relists" auctions rolls over, it's completely free -- no 35-cent fee and also it doesn't count against your 250 for that month.
For sellers who aren't familiar with it, here's what it looks like on the listing form. As the pop-up shows, there's no insertion fee.

The fee-free maximum is 250 listings per month. Any above that amount results in a fee. If you re-list the same item eight times per month, it counts as eight listings. Each listing has a different item number even if it is for the same item.

Maybe you can explain the need to relist the same item 8 times in a month? 4 auctions is 4 weeks. Are you using 3 day auctions, if so, why?

The question is the same, even if some of the 8 relists aren't in the same month.

"No insertion fee" to me means 0cost.

As @nobody*s_perfect has already explained here, if you are eligible for the 8 free relists if an auction-format item doesn't sell, then they will be free.
However, as I mentioned in an earlier thread of yours, this option is only available for new and occasional sellers. You have been selling on this account for just over a year, you have sold about 275 items, and you are now rated as a Top Rated Seller.
So I don't know if you are still eligible, or how much longer you will be eligible for the 8 free relists. If you're not eligible for this anymore, then you will be charged each time the auctions are relisted. I don't know if it will stop relisting them automatically, or relist them and charge you if your eligibility has run out.
