Error Message for Promoted Listings

I get an error message when I make a listing that the Promoted rate can't be uploaded and to try again. But, it still doesn't work. Happened yesterday morning too, but worked later in the day.

Now, I have 25 listings without the promoted rate - any way to add the promoted percentage to all of them at once?

For some reason nobody seems to know or care about this.  I've seen it for WEEKS!  No explanation.  No fix.  How long before this glitch starts costing me money because essentially Promoted Listings is BROKEN for many of us and there's nothing we can do to fix it on our own.
