I sold a small Singer Serger to someone. They did a snad after using 2 rolls of thread. It came back without the manual. I had it offered as no returns. It was new in the box. I called Ebay yesterday ans was told I would be able to issue a partial refund today. When that option was not available today, I called Ebay to ask where it was. The guy said I am not going to be able to give a partial refund because I did not offer 30 day returns. Different than yesterdays answer. He said they will get their entire refund. I asked if I buy something that has no returns like a radio, take the antenna off for my radio then send it back, I would get a full refund, right? He said that is fraud. LOL what inconsistent policies!

This is a good reminder that you should offer 30 day free returns. It might seem like an awful risk for a seller, but the benefits are shown and if you include 1 day handling you can work your way to a top rated seller 'TRS'.
In all the years I've sold and offered free returns, I like I've only two returns. Sorry for your experience though. I hope you can resell it as open box and that you can get the manual back.

^^^This guy is correct. You are a TRS, and if you offered 30-Day (or better) Returns, you'd be able to make a deduction.

My point was yesterday, they told me I could, today it was wrong. So it IS Ok to keep something from an item purchased from a "no returns" sale. Ebay is trying to twist arms to get everyone to use that policy.

No. It is NOT okay for a seller to hold back something if the seller uses 'No Returns' as their policy.
Edit to add: It is NOT okay for a buyer to keep part of a purchase, either (on a Return)... but sometimes they get away with it.

I know you mean buyer. Ebay told me they will get a full refund even though they kept something. It may not be OK, but it is allowed and you still get a full refund. So what are the repercussions?

OP, it sounds like you fully believe the buyer purchased from you with the intent of keeping the Owners Manual and getting a full refund.
Have you contacted the buyer about the owners manual? Maybe it was an oversight that it wasn't in the box.
Out of curiousity, how much were you planning to keep from the buyers refund because of the missing Owners Manual?

The consistent policy allows a buyer to keep something on a return and still get a full refund. THAT is Ebay policy. As long as you don't offer returns, Ebay doesn't want to stand behind you.

The buyer is always going to get their refund. They can send back a box full of air and they will get the money Back, First rule of e bay fight cub is to NEVER EVER NADA IN NO WAY list an item you cannot afford to give away,

You can put the user on your BBL. There's no repercussion from eBay.
- As an afterthought... have you reached out to the buyer? Possibly they'd mail the manual back to you.

Without contacting the buyer how do you know the manual was ever in the box? Has happened to me before. Just print one off the internet.

Different answer, but not a different policy. The policy is consistent despite the customer support rep's initial explanation being wrong. The policy says your have to be a Top Rated Seller who offers 30-day returns in order to issue a partial refund. (You also have to have resolved the dispute without eBay stepping in). All of this information available in eBay's online help:
Top Rated Sellers (TRS) who reside in the US or Canada and offer 30 day or longer returns are protected on items listed on eBay.com when:
An item is returned after it was used or damaged by the buyer
If we are asked to step in and help, you will no longer be able to issue a partial refund to the buyer.

The customer support rep was correct to say that was fraud. You were also correct to say that you would be able to get away with fraud, but for obvious reasons eBay is not going to say that to you.
