hi how are you
i have received a request a buyer to cancel the order and i accept that request but i am not able to refund they are continously asking me to change the payment method i have used 3 of my cards and all cards have payments enough to refund and one more thing that i am also have funds in ebay more than to refund for an order. please help me to solve this issue. its very urgent and also the cancel order offer has been ended now and cancel order option is not available for buyer and also not for me on this order

Buyers have never been able to actually cancel an order, they can request that a seller cancels an order, but it is ultimately the seller that has to actually process the cancellation.
I'm not sure why you are having difficulty. I suggest you contact Ebay directly.

Your options will be on the left. If you use the link below you can only get to the Automated Assistant or Chat box type AGENT in the box and hit enter. You will then get more options. Not all options are available 24/7. It will depend on staffing available. So sometimes you can request a call back and sometimes you can't.
