The buyer claims they did not recognize the transaction, now they filed a dispute thru ebay, and ebay won't release my payout for this item, and tracking indicates item was delivered to buyer. Ebay says I just have to wait until the Payment institution reviewing decides the outcome. How long am I expected to wait for the payment institution to decide on the outcome? What is going on here? No protection from ebay?

We also had a (chargeback) decided in our favor......and the hold removed. In MP. It also took about 30 days..... Ours was Not delivered claim.
What's spooking sellers is that ( I think) is that paypal resolved in a few days......and MP is taking considerably longer...with some scary input from CS that "it's up to the cc institution to decide" without taking into consideration the Ebay guarantees that are the same as paypal in these circumstances........

I'm not confused at all. ebay has certainly positioned themselves as the seller of record when it comes to the information it gives to the buyer's payment source.

Given the facts presented here, you will be protected by ebay.
The process takes some time. A big part of that is to prevent a scam against ebay where the transaction was a sham.

Indeed, look at "Seller Info" on the first screenshot in post #8. And @roxirott what do you show under
1. Summary > Reason on your Payment Dispute Details page, and
2. is there a $20 fine if you just accept fault and refund?
This is because
- if e.g. PayPal charges eBay (eBay is the seller) $20/whatever, eBay in turn will fine you that $20. However,
- IF PAYPAL COVERS THE UA against eBay (the seller), then eBay and you in turn don't pay that $20 fine.
If eBay truly covers us for Unauthorized Transaction when tracking shows delivered to the shipping address on the buyer's payment, THERE WOULD BE NO NEED TO WAIT FOR THE "FINANCIAL INSTITUTION" TO DECIDE: The payment dispute would close immediately in favor of the seller, then eBay would deal with PayPal or Adyen (eBay does not face the card issuer, Adyen and PayPal do that).

Before PayPal outgrew ebay and eventually received government oversight and had to give ebay an ultimatum, follow the rules or **bleep** off, (ebay **bleep** off and went the Aden an oversees 3rd party processor, had to keep scheming and racketeering) anyway point is ebay had originally purchased PayPal from Elon Musk and forced us into it just so we couldn't do this to them.
Ebay has ALWAYS had INR protections for sellers. It is one of the few protections that are very consistent and very good.

I have done exactly what you told me, and before I even started this convo. Ebay has told me their hands are tied, need to wait for what the financial institution outcome will be.

Makes sense to me as well. Maybe they just want some income from the 30+ day "float"?

I had one of these, also for "unrecognized" transaction. I won the dispute - just as you will, OP - but mine took about 2 1/2 months. I imagine it depends on how fast the buyer's credit card company moves on such claims. And to those of you who say it shouldn't happen - you agreed to the process when you signed up for MP.
I also had this happen several times over the years with Paypal. I always won in the end, but then it took between three and six months before it was resolved. MP has been faster.
It is a process that has to be gone through. Just accept it. There is no scam involved, eBay is not ripping you off. MP is not ripping you off. If you win, you won't be charged the $20, and you will win if you shipped to the address you were given. In the end you will get your money.

If the seller has fulfilled the requirements for seller protection it should not matter what the credit card company decides, nor how long they take to report their decision. The outcome for the seller would be the same if they are allowed to keep their money now, or in 2 1/2 months. So why the delay? You have to ask who benefits by taking so long?

Darn it. I'm sorry they did that. It is unfortunate but the CS is sometimes less than consistent in MP. They are wrong. When you are protected by the INR rules, then you get your money back and the problem now moves to between MP and the CCC. Let me tag this thread.

This seller needs some assistance. If you are unable to help, who should they talk to, regular CS isn't working out so well. We just went through this on another thread on the MP board I believe and it got handled in the way I described above.

Now that you mention it - the several times I've had this happen with Paypal it has taken a long time to resolve. I had funds held up in two or three transactions for a good two months, if not longer.
