The buyer claims they did not recognize the transaction, now they filed a dispute thru ebay, and ebay won't release my payout for this item, and tracking indicates item was delivered to buyer. Ebay says I just have to wait until the Payment institution reviewing decides the outcome. How long am I expected to wait for the payment institution to decide on the outcome? What is going on here? No protection from ebay?

@roxirott Are you saying the Buyer is processing a charge back with their credit card company? Or are they telling just eBay they did not recognize the transaction?
It is possible that the Buyer is telling the truth ... its also possible the Buyer is not telling the truth and attempting to get their purchase for free ... was this an expensive item?

Had this happen to me last month, and it was about a month for the " wait until the Payment institution reviewing decides the outcome" to end in my favor. you can try to ask the buyer what's going on and see if they reply.

Apparently the buyer is processing a charge back with their credit card co. Ebay customer service doesn't know much or can't tell me. I suspect they are trying to get the purchase for free. I checked on this particular buyer's feedback and just within the last month four other sellers have left negative feedback (but of course using the positive selection because we all know ebay does not let us sellers leave negative feedback, and I understand this is a no-no for any sellers to do), and the negatives are all of similar circumstances, the seller has not made payment, etc. Ebay is keeping my payout of just over $56.00.

I have contacted the buyer and they are ignoring my messages. I have also reported this buyer to ebay per the link on the site to do so. Thanks for replying.

This is entirely due to the way ebay has made themselves the seller of record under Managed Payments and is only going to get worse until ebay starts providing more specific information to the buyers through their payment source.

As more and more people use MP, discover an easier way to scam, in my opinion, it IS going to get worse, no matter what. Visa and MC - and others - are going to get 'upset', but at whom and how upset is another problem to come.

We all have scores of these useless pages. Thankfully, eBay finally added the "Order Number" in the "Notes" section (near the bottom). Now where* can we search for that "Order Number" on eBay to find out what we bought?
*Answer: Nowhere. You can't, nor should you have to.
Hey look, here's how Etsy shows the item name, number, and the seller:
If Etsy and everyone else with managed payments can do this correctly, why can't eBay? (don't answer that)

And some say MP is better than PayPal, at least PayPal would fight for you in these situations. Now will ebay fight for you.......? LOL right, you the seller are the enemy of ebay as far as ebay is concerned.
Before PayPal outgrew ebay and eventually received government oversight and had to give ebay an ultimatum, follow the rules or **bleep** off, (ebay **bleep** off and went the Aden an oversees 3rd party processor, had to keep scheming and racketeering) anyway point is ebay had originally purchased PayPal from Elon Musk and forced us into it just so we couldn't do this to them.

If you uploaded the tracking on the day the item shipped out, you shipped to the address on the payment and that online tracking shows that Item was delivered, you should be covered by Seller Protection. So when you call MP next time, remind them of that. This would mean that you are covered and the chargeback is now between MP and the CCC, you are done as you should be protected by Ebay.
INRs are the best protection we have on Ebay when we follow the rules. So while they aren't recognizing that you are covered under Seller Protection, if it were me, I'd be on the phone with MP tomorrow and politely remind them of that so my money comes off hold.

Ebay nor MP are the SOR [seller of record] that is the actual seller that is the SOR. I think you are confusing this with the MOR [merchant of record], a completely different thing. And yes MP is the MOR. Just like PP is the MOR. The money processor has to be the MOR or they can't negotiate CC payments. This is standard stuff, nothing at all new here.

Not everything is a scam because some don't like the process. The OP will be just fine. It is highly likely this will be covered by MP due to Seller protection. It is helpful to understand the system so you can best work within it. But the OP should be just fine as I stated in a previous post.

Did you have charge back under MP that was decided against you?
Or are you just speculating?
Because according to post #3, a similar dispute was resolved in the seller's favor.
