Hello all,
I have got a frustrating experience with Ebay having just started here. Of course, there is my part of mistakes, but as a result, what was promised by Ebay chat assistants to resolve my issue fully, did not happen.
Chronology:
1) I tried to sell the watch here on Ebay.
2) The buyer paid immediately, but I could not ship it due to a high Ebay's commission.
3) I notified immediately the buyer and Ebay. More than three times.

4) Ebay rested me assured that they understood the situation and they would refund the buyer from ebay's escrow account.
5) Three assistants in the chat told me that my card would not be billed due to the inconvenience I caused to the buyer. Ebay would take care of everything.
6) I asked for a refund of an unused shipping label of ~18 euro.

7) Nevertheless, my card was billed 186.21 € as a total value fee, even though three people in the chat told me it would never happen.
😎 I asked to sort it out: for a refund of 186.21 € and ~18 euro for a shipping label. Again and again.
9) On my card arrived only 167.25 €. This is less than had been deducted by mistake, and there is no shipping label cost refunded.

10) Fourth or fifth chat with them, and they say they can't do anything. They refunded less, not having taken into account some fees and commisions in US/Europe => USD/Euro.
I could have understood that, but:
1) Why three Ebay representatives said I would not be charged, and I was charged by mistake (they confirmed it was an error)?
2) Why I asked three times to refund me a shipping label, unused one, and it never happened?
3) Why I was refunded less than I was charged BY MISTAKE, and Ebay aknowledged that?
And... the top of the top:
They cut off the conversation in the chat when I tried to escalate it all! Simply shut down, saying "we are not available now, try again later".
I mean, I know ~36 euro is nothing for such a big company-monster as you and you do not want to chime in properly, but I think it is not fair what happened. If one thinks in different categories, the loses could have been way more due to your technical mistake and not taking into account transactional fees, when returning the FULL amount charged by your MISTAKE.
What the hell, Ebay?

What does the commission have to do with your being able to ship. Commission is charged on the total amount of the purchase, shipping and tax paid by the buyer.
And even though you're a new seller and would be subject to holds on access to the money, you could have shipped using those pending funds to purchase the shipping label.
The buyer was rightly disappointed and was within his rights to give you negative feedback.
Had you shipped, you would eventually have received your money.

the loses could have been way more due to your technical mistake and not taking into account transactional fees, when returning the FULL amount charged by your MISTAKE.
Unfortunately, you haven't read a lot of posts here but it's a well known fact that calling CS results in empty promises, inaccurate advice and when you push too hard, they hang up on you.
In this case, there were no mistakes made by ebay. The mistakes were made by YOU. Your errors:
- not knowing how much FVF would cost you
- not shipping the item after the buyer paid for it
- expecting (and asking) the buyer to change the feedback after being refunded
- trusting CS to give you accurate advice.
I'm sorry but in the long run, this is an inexpensive lesson. You still have your watch! Many new sellers lose the item and the money.
Please read ebay's TOU before listing more items.

Two things.....
1 - You brought this all on yourself and you pretty much deserve whatever happens.
2 - You have an account that shows -1 feedback, that is incredibly rare, if it was possible to sell eBay accounts (it isn't) you could probably find someone eager to take it!

Why can't you settle this for yourself?
You could do the honorable thing and ship the item. Your mistake, lesson learned. (Best soloution)
Cancel the order (reason being the truth) Take the service metric deduction. This is on you, your mistake, lesson learned.
Refund the buyer in full. Provide a sincere apology.
Under shipping labels request to void/refund the label. It will take some time, but the money will be refunded after a certain amount of time if the label is not used.
There is no need to have eBay to step in. They may charge you $20 for them to refund the buyer ect. It is easier to solve it yourself and take your lumps.

You knew what the fees were going to be when you listed the item.

You didn't pay attention to the selling fees, although you were told what they would be, and when you finally did pay attention you didn't like the amount of the fees so you reneged on the deal.

Before trying to sell a $1000 watch, you should have spent a little time learning how Ebay works and the fee's you would be paying to sell here.

When a buyer claims item not received, or SNAD, and the seller does not resolve the issue. When eBay steps in and refunds the buyer they charge the seller for that process.

Dreaded HTML Error with the quote post button again... Ahhhhhhhh. Supposedly fixed.........NOT so it seems.
To the topic and the OP.
Well this is not contact eBay.
You listed a watch. Sold it and got pending funds, of course on hold due to you are a new seller and a high amount transaction.
Such would have stayed for about 30 days under transaction hold.
So you did not ship the item due to you did not have the money.. Not a good way to start.
You want your fees back for YOUR mistake.... I do not think you deserve em. I do not use that term deserve but very very rarely as it is a man made idea.
Such is you got some of it back: not sure how since it was your fault. Maybe feeling sorry for a newbie...
And you are here ranting you lost ~36 euro??
Oh and that was due to the currency exchange rates most likly. Yes such cost money, and just from the time payed to refund can, due to rate changes and currency
exchange amount cost quite a lot.
As for the shipping if it was not used, it will eventually be refunded to you, if you purchased a shipping label through eBay..

So I do remember people stating that they were charged for the ebay stepping in, they may have been referring to an amount that equaled their FVF not being refunded. If ebay sides in the buyers favor, ebay will keep the FVF. But that can be significantly more in this situation.
I was confusing ebay stepping in with charge back disputes. There is a $20 service charge with that.

That's incorrect.
The $20 fee applies only to disputes filed with a buyer's payment source--PayPal or credit card issuer--NOT for an MBG claim through eBay.
