Hello
Im outside of USA
Im trusted & verified seller, but sometimes people from US dont want to buy items when they hear that im going to ship it from outside US.
So my question is -
does ebay have a warehouse, where i can send all items i want to sell, and then after i sell em, to ship from that location ?
Sorry for my bad grammatic 🙂
I hope you understand what i want to know, i guess amazon has that service.

Does ebay ever impose a penalty on sellers who fail to comply with ebay policies and rules related to item location ?
Please identify the penalty that a seller willl potentially face for misstatement of item location.

I don’t think the op will have a problem long. When eBay finds out all the policy violations it’ll be a moot point.
I checked my crystal ball.
The 2 laptops already have bids on them ...
These will sell and the following scenario(s) will play out, one way or another.
Buyer will ask for OP's PayPal address and send a fake payment notice ... OP will ship.
Or
OP will get paid and ship without tracking and/or signature confirmation. Buyer will open an INR immediately past the Last Estimated Delivery Date and win.
Or
Buyer will open SNAD, OP will dig in their heels with "AS-IS!!!! NO RETURNS!!!" and will lose.
In summary, if OP comes out of these 2 transactions unscathed, without refunds or defects ... It will be a miracle.

Make sure your listings follow these guidelines. If they don't, some or all of your listings may be ended or not displayed in the eBay search results. You may also be subject to a range of actions, including limits of your buying and selling privileges and suspension of your account.

But this isn't just item location misrepresentation. The OP freely admits they're OUTSIDE the USA yet went ahead and registered on the ddot.com site (presumably with a fake address).
Technically ... that is not against the rules. Someone can have a mailing address in the U.S. and register on the .com site as being in the US ... and ship from outside the U.S..
What eBay and buyers care about is where the ITEM is coming from, and where it will be returned to.
I am in Florida, registered on the .com site as being in the US.
My cousin is working in Japan (lucky him).
I can list things on my account that he will ship from Japan ... This is eBay legal as long as the Item Location is Japan.
His account is also registered in the U.S. (he still has a home and office here). He can list and ship his own stuff as long as the Item Location is Japan.
That all being said ... Newark, DE is one of those places that has a lot more companies registered there than are actually physically there. They also have a lot more Mailing Addresses than residents. Mail forwarding companies that mainly serve Russia and the Baltics are mainly located in Newark, DE.

No, I'm sorry, they don't.
No offense to you, but many have had problematic transactions if they order internationally, plus there is the added expense of the higher cost of shipping internationally.
That tends to make them choose to avoid an international purchase if they can.

And has just announced that on an Ebay Discussion Board.

OP had another user name from January to May and then opened this account. I tried to check the Feedback Forum to look up the other user name but could not do it on my mobile.
Just wondering if there was selling activity not reflected under this name.

Changing the username is not changing the account.
Feedback and sales history stays when you change your username.
A new account does not show in "ID History" ... it's completely separate.

And while it does not make a difference in this case, at one time the ONLY site was dotCOM and thousands joined from all over the world, both buying and selling. My earliest ID (1998) is dotCOM, although I have lived my entire adult life in Canada.
The important point is the location of the item, not the location of the seller.

Technically, you are correct. But unfortunately what happens many times is the item that is said to be located somewhere else inexplicably ships from the seller's place of registration.
Although in this case, the OP said he is somewhere where he is not.

My crystal ball missed an option ...
OP is NARU.
