When I put an item up for auction or sale, I do not want eBay making changes to that listing. Today I had been notified that eBay decided that I needed to accept offers for an item that had been listed for a whole week and had no bids. They decided to add to my listing that I would accept offers, even though they have no clue how much I paid for the item initially and they failed to ask my permission to make this change. I believe this is inappropriate and unethical behavior on eBay's part and should cease.

You are absolutely correct OP.
If eBay has a problem with listings that have little to no chance of selling (in their opinion) then they need to come up with a better solution.
That solution is to lower FVF's and RAISE listing fees and stop with the free listings. It's time they reward people who ACTUALLY SELL things and quit rewarding those who only LIST things.
That IS the solution to the clutter on the site. That is the solution to listings that are way overpriced. That is the solution to duplicate listings.

You don't think the mall office should send folks into various shops in the mall to change the price tags on the merchandise offered without the store owner's permission?

@Anonymous
charmsong789 has a question that seems to need an official ebay response. Could you weigh in on this one?
Building an ebay official response on the Knowledge Base Board to some of the changes affecting members might go along way into instilling more confidense in the members.
on the other hand, , IT might not, JAT.

Are you saying this was an active BIN listings that was changed WHILE active?
They have admitted changing listings when they expire and are relisted.

Yes, this has also happened to me a couple times. I always remove the best offer option when they send me the notice that they added it. Ironically, one of my listings sold the day after they added best offer (and I removed it). My listings are generally "good until cancelled" and they added it only to a couple new listings, not ones that have been sitting. This new "enhancement" is quite annoying.

eBay wants sales and less clogging of their servers that slow down search and generally disappoint buyers.
If your item doesn't sell, eBay says they will lower the best offer decline price to the trending price (dunno where I read that, maybe this week's chat). If you use the short listing form, eBay adds best offer.
It's not new that eBay constantly changes rules (published, unpublished, and secret), and sellers need to keep up at least with printed changes and opinions the blues offer.

I usually agree with you chip but in some categories like the OP sells in - it's a item that needs the right buyer - it's not always about price. It also depends on where you are as far as your item being visible. I've often seen items I have for sale - selling at twice as much as I have mine listed at - but if I do a search for the item - those that have bids or that have sold - have a higher placement - than mine which is stuck back on page 5.
My size 7N shoe may not sell as fast as a 7 medium and may need to be shown longer. It doesn't mean I've priced it wrong.

They can start with eliminating chinese sellers listing as shipping from the US but really shipping from china.
They can start with eliminating fake/counterfeit items from chinese sellers
They can start with eliminating the chinese seller who opens up 100 id's to sell the same item.
They can start by eliminating chinese sellers stealing listings from US sellers and offering them for 1/10th the price, and never shipping anything.
They can start by changing the search to show what YOU searched for vs. what THEY want you to see.
They can start with not adding best offer on listings where the seller has no intention of accepting one.
EBAY is the one disappointing buyers much more than most US sellers here are.

I understand that and I sometimes sell long tailed items myself but to me raising listing fees WITH A REDUCTION IN FVF's is much more palatable than ebay modifying my listings and it would go a long way towards cleaning up the site.
