I'm pretty sure that 15 years ago sellers were permitted to leave a buyer a negative. That change happened around 2008 or so. I don't know what the rules were at the time on the case you won/lost, but I know that now if you don't receive your item you can file a not as received case after the estimated delivery date. Then you will be refunded when the time permits, unless the seller can provide proof of delivery.

15 years ago, eBay did not remove negatives just because a buyer thought they were not permitted.

Uh, there is an automated resolution to your situation by simply filing an item not received (INR) complaint. But be careful that the seller did not have an extended shipping and handling period. Many sellers have recently extended their shipping period to cut down on trips to the post office.

Sorry you found a bad egg in the bunch. I'm unsure what you mean by eBay is no help, though. Have you gone to the Resolution Center to file a case against the seller? Open an Item Not Received claim and you will get your refund as soon as the promised delivery date is past.

Regarding your negative feedback 15 years ago, it seems like you already had eBay looked into it and they decided it was a fair feedback for whatever reason. You didn't provide enough info for us to comment on whether eBay's judgement was sound, but in any case, I think it's fair for both parties to leave each other feedbacks (and thank you for your post because I wasn't even aware that sellers aren't allowed to leave buyers negative feedback). If you dont want an imperfect feedback score, another route that perhaps you could consider is closing the account and opening a new one.
Hmmm seems like you linked your bank account with eBay and I am sorry to hear that your bank got an overdraft. Based on my experience, eBay is pretty fast charging the money returned to buyers which I think is unreasonable and the proper way of charing the money is through eBay invoicing (but I suppose they are quick in charging sellers' bank account/credit card directly is because they are afraid people would close off the bank accounts/credit cards and the invoice would be never paid).
For your recent buying experience, seems like you are familiar with eBay's case opening. So once it past the expected delivery date and you still haven't received the package, you can open a case to get the money returned to you. Opening a case before that date would not be favorable because eBay would just tell you to wait.

Ebay rules today are vastly different than 15 years ago. There are more rules and it is far more complicated for sellers. So if you are considering coming back, assume nothing as it has likely changed. I would recommend that you do a bunch of reading and learning before starting to run listings again. You really should think of yourself as a new seller because just about everything has changed.

I got in a similar pickle too due to a staff member of an eBay seller accidentally opening up their store when their warehouse is frozen due to COVID-19. They said they'd refund me, but they never did. So now, I just have to play the waiting game and file a case once the expected delivery date is passed. Note that you should be more understanding than usual of shipping issues, although it seems like the seller was in the wrong here.
