I received a message from someone, stating that they spend hours looking at my store and had come up with a list of items that they were interested in purchasing and wanted to see if I would discount anything. Their location on Ebay says a small town in GA, this person says that they are now in China and want me to ship this stuff to Shanghai. If I use the GSP, can I go wrong? It's on Ebay to get the items to this person. They are looking at close to $1000 merchandise and I just don't know how to proceed?
Any insight would be helpful. Thanks in advance.

I have gone through the GSP protection scheme both ways and I can tell you it takes an intimate knowledge of ebay's innermost workings and nerves of steel to prevail in the case of a SNAD, even then my last GSP case was over a year ago so it wouldn't completely surprise me if things had changed since, even if just one little detail has changed...
Long story short I wouldn't reply to this buyer...
You could block I suppose, but another way to minimize your risk is to go into your settings and set a maximum of items one buyer can purchase from you in X days.

A couple of things.......I don't ship GSP.......but I think I would try to inform them that they will be responsible for import duties.......perhaps suggest to them that they put the items in a cart......and that will give them the cost IF they change the address to Shanghai. You should state you will only ship to Shanghai if the address change goes thru...... This could be an account takeover....but I wouldn't automatically assume that...... Might be worth a call to ebay about the address change.
Also, because there is a limitation on the # of items (perhaps applicable)......I would ask them to give me a list of the items so I could make up a special listing for them.....
May be a pain for them & you, but perhaps would give some indication of intent/interest.
just some ideas
