I would like to know if promoting your items is worth the fee.
Does it actually help you sell your item faster?

Not trying to tell you how to run your business; telling you something that MANY others do; something WRONG for yourself.
Charge too much, you'll hurt sales
Charge too little, you'll hurt your profit
So, instead of getting snotty about it; appreciate it at the very least. But, I see many posts and threads from you lately- I'll be sure to just stay away.

I'd suggest testing it for yourself. Every seller's experience will be different. I've been using the standard promotion for a few months, and I do see an uptick in sales. I set the promotion at a very low percentage, so the fee increase is negligible.

I used to promote my TruHair Raise the Roots thru the promoted listings at 1% and I felt it worked. I had a few competitors at the time. The fee was .15 cents for a $15 item.
Now I have competitors but it's the newer Truhair which is just watered down so the company can make more money. I don't bother with the promoted listing any longer

No! Not just as a seller but as a buyer I look for quality of the product, clarity of the picture, price of the item as compared to the product condition, time to shipping (very critical if it is a spare part), feedback of the seller on similar products, if possible the seller background such as technical expertise does help me decide where to buy.

The heading of the sales does tell me a lot if I should further investigate. Example
I was looking for a "220V window air-conditioner with heat 10k BTU" a week ago. Since eBay has screwed the website by putting the "product description detail body" of the page so far down, sellers should know to get the attention of buyers by disclosing information within the "heading" and "condition" area very clearly and short to the point.
For air con I was looking for I was expecting primary information in the heading like this:-
"New (or Used) Brand 220V window air-conditioner with heat 10k BTU
In condition area:-
Brand new (or used) Fits its 14.5 H x 22 W x 23 L, Efficiency ###, Product weight 22Lb,
That would have helped me quickly narrow decision. After a week long search and wasted time, I gave up and started looking elsewhere. Because most did not disclose window size!
Part of the problem is eBay. Attempting to promote other people sales, it abstracts information deemed important on a particular choice I had by burying it far below and confusing the page with clutter. I am one of those people who hate clutter, and you can imagine how many are out there. If Promoting helped in this case, the answer is NO.
