I know that Etsy does not, but how about Ebay ? If I can just place a stamp and take the risk or lost. Some items are not worth the extra shipping cost.

eBay does not require tracking for those items.
You just mark them shipped.
What you can not do is to achieve/maintain "top rated" seller status if tracking is not used.
There is no penalty, just not "top rated"
Also of course you can not prove delivery without tracking, so any" not received" would need to be refunded to avoid a seller account defect.

Price doesn't matter to eBay.
Strictly speaking, eBay doesn't require tracking numbers at all for any shipment. However, if a buyer files a claim for 'Item not received," and if the seller cannot provide a tracking number that shows Delivered, then the seller will lose the claim. Also, a high rate of tracking is required for achieving Top Rated Seller status.
Many sellers choose to take the risk and ship with just a stamp on a regular business envelope. To help them out, eBay has developed the "eBay standard envelope" (AKA ESE) which provides a type of tracking which isn't as comprehensive as regular USPS tracking but which satisfies eBay's requirements for proof of delivery and for TRS status. ESE postage is available in selected categories:

Ebay doesn't require tracking for anything. When you'd need it would be if a buyer claims non-receipt. Without tracking, you have no way to prove that you shipped or that it was delivered so ebay will rule in the buyer's favor.
