This fully applies to seller performance and seller metrics? I was told by numerous Csr’s that they are totally different. They each have devastating consequences.

The situation is straight up. I totally get it. Give in to the situation or manage it. I chose to manage it and extend my ETA’s further than I ever have.
If Whole Foods has an issue affecting certain products, they have the resources to communicate it at each customer specific contact point.
Just some thoughts....
There are two ways that Ebay evals sellers and it is important to distinguish between the two as they are different rules that govern them.
There is the Seller Dashboard where defects will show.
There is the Service Metrics where we get compared to our peers.
I take no issue with agreeing with you about the Service Metrics. I am very much against this policy and have been since the day Ebay started it. I've been very vocal about it on the threads over the years too. I don't like it and I think it isn't transparent enough to be fair to sellers at all. So I'm in your corner on this one.
This however isn't the other poster's issue. From the other threads they have been on it is the Dashboard and defects that are the issue. All the info on their issues has not been stated on this thread.
Ebay recently made an announcement giving us a little more protection on INRs. This should really help us and it is retroactive to mid November or so. You may want to take a look at it and if you have Service Metric Dings in the timeframe, you should contact Ebay to get them removed.

Seller Performance I am assuming you mean the Seller Dashboard, where we get defects if they apply. This is a completely different standard for getting a defect for an INR than there is for the Service Metrics. To get a defect, Ebay has to force the refund.
In the Service Metrics, we get dinged just because an INR was filed. The outcome doesn't matter, the simple fact that an INR was filed is all it takes for a ding. FYI, having a high volume of INRs doesn't kick a seller into the penalties fees normally. It can, but it isn't what they do normally.

Thanks for the clarification, and my multiple posts might have confused the issue as it can be seen in multiple parts in multiple topics, reported to Ebay in every single contact point combining about 30 responses with no resolve.
To put it simply, my sales have completely collapsed due to a 2 week delivery extension on my posted listings. Buyers can get half price for similar products from China for another few days.
The report in Seller Performance is calculated based on my peers stats.
*My peers INR’s, as you can see were 0%! So if I had 1, or 100 INR’s in a year I would still be penalized to the same extent. Also, I noticed whether I list as same day, next day or even 5
day, the ETA is exactly the same.
* The category is musical instruments where there are obviously enough sellers to have an actual INR benchmark. There is
no sub-category for Wiring Harnesses, which is what I build.

Do you mean the extension Ebay put on the deliveries or your handling time? What is your handling time?
NO, the Service Metrics does NOT kick in until you have a minimum of TEN INADs in the SAME category.
Same with INR's except that INR's that you have over the 10 minimum do not kick you into the penalty fees but lowers you in searches.
Your pic above shows ZERO peers because you are NOT yet over the 10 minimum you need in INRs for the metrics to kick in. You have 9 per the screenshot you provided.
Not a bug, you simply misunderstand.

Yes we are held responsible, it is part of selling on the internet. Frustrating at times but certainly true.

I clearly stated "I have contacted USPS by phone and filed complaints online". which was separated by a comma, and I then continued to list the other agency's I pursued. USPS has never resolved a single complaint I've filed on their website since selling on eBay in 13 years ( since 2007 on other accounts ). When I call Consumer Affairs, they answer the phone and address me by my first name before I even say a word. 84 complaints about USPS in 5 years, and CA has never resolved a single issue with USPS either. I'm clearly fighting a wildfire with a water gun....... yet, I'm still held accountable by eBay for USPS incompetence. I ship next business day without exception, and shouldn't have to put extended handling times on my listings to protect myself from USPS and eBay's metrics, it's beyond ridiculous !
I do appreciate that you got tyler@ebay to respond, but won't bother because I've been down this same road/same USPS issue with previous eBay staff/Mods including Griff and Alan in PM's long ago, and got the same redundant default response, "We'll forward it to the appropriate team" which they ALSO stated was the eBay team that handles the USPS relationship, but nothing was ever resolved over this same continuing issue with the USPS Oakland Park PO back then when I gave them proof of tracking numbers and dates, many showing the first scan when it reached the destination cities Processing Center several days later. No one at eBay can even put the package dimensions back into the correct order on the Shipping Labels page after 4 months of them being told about it. Let's get real here.
Off topic, but excuse me while I leave to try and recoup the $35.66 in FVF's/Processing Fees on just the Sales Tax eBay has collected in 45 days since joining Mangled Payments ( which would have only been $10.68 in Processing Fees previously through PayPal ). So much for eBay touting same or lower fees for joining Mangled Payments.......my children and pets appreciate that eBay is taking even more money from me now that could be used to feed them. GreedBay........I'll need another stimulus check just to cover the additional MP Fees on Sales Tax in 2021.

EXCUSE me for missing that.
Is that 35.66 after you deduct the FVF that was lower on the balance of the transaction? While we have an increased FVF on 10%, but often less, of the sale due to sales tax, we have a lower FVF on the balance of the transaction which is 90+% of the transaction total. So are you considering the reduction? And if you has any sales that wasn't taxable, the entire sale was at a lower FVF.
While the transition to MP is not likely a fee saving proposition for anyone, it does appear to be more of a neutral change for most. Those that are coming into MP from using PP micro payments program are the ones getting hit with much higher fees.
