I made a purchase two months ago but I never received the item.
I opened a case to resolve the issue but the seller was burning time pretending to solve things on his end and did not clarify what happened. Item was tracked and registered. The case was closed after 21 days which I was unware of since I never had to open a case.
Is it possible to ask eBay to step in? It's pretty clear the seller wasn't trying to do anything since the item was tracked, sent but returned (possibly due to a mistaken in the address when it was typed - on his side) but later he said the item was lost despite this directly contradicting the information provided by Royal Air Service.

You are in Portugal......sounds like the item was shipped from UK (Royal Shipping?)......you need to ask on the UK site as this is US site and rules could be different....
However, there are confusing statements in your post.........

If you used paypal or a credit card, you can file as not received with them.......IF ebay won't allow a case to be filed. Here, you must file within 30 days.....

No. You can’t ask eBay to step in. You had to do that before they closed the return. How were you unaware? They sent reminders saying it would close if you didn’t do anything.

I've been away for some days so I did not pay attention to any warnings in my eBay account.
So I need to pursue this with PayPal? I did not make the payment through PayPal. Does that make a difference?
And yes, it's my first time opening a case. Never had this happen to me.

If you didn't pay through Paypal you cannot open a Paypal case. If you paid with a credit card you can make a chargeback. If you paid money order or check you're out of luck.

Paid with a temporary credit card (MBWay) so I assume it's not possible to chargeback since the credit card has expired. This is no possibility of contacting eBay at this point?

Considering the amount of time involved and the fact you allowed the case to close without asking them to step in, it’s highly unlikely eBay will help you. But you can always ask, worst case scenario they refuse to help.

Considering the amount of time involved and the fact you allowed the case to close without asking them to step in, it’s highly unlikely eBay will help you. But you can always ask, worst case scenario they refuse to help.
I've tried to find a way to get in direct contact with eBay staff but I have not managed to find any link. Could you help me please?
How did you make the payment? If it was through your credit card, you need to contact them.
It's not a real credit card, it's generated off my debit card. It's a well known and used service in Portugal. I doubt they can do anything since the credit card always expires the month after.

As a seller I just had a case closed because of the 21 day time limit, but this was a package shipped by USPS first class mail domestically. The tracking still says In Transit - I even had the post office also check the tracking on their computers. Plus I filed a missing item claim with the post office in case the label was torn or removed despite it being taped securely - instructing them to send the item on to the buyer if found. I have since inquired at the post office but still have received no reply to my missing item claim.
I contacted the buyer with each action I took and after 10 days with no results from the post office, I told the buyer if they had not received the items to file for a refund under ebay's buyer gaurantee policy. I have yet to have a reply to any of my emails to the buyer, and ebay closed the case yesterday after 21 days of no contact from the buyer to them.
I have no clue whether the buyer ever received the items, but they had plenty of opportunity to file for a refund.

Does your country have their own ebay site? I'm thinking no. Maybe you could log in to ebay Spain and use the help & contact link? or send them a message on their facebook page.
