I sold a vintage Mickey ceramic bubble head. I wrapped it well and shipped it via USPS priority. The buyer said it arrived broken. I asked for the pictures and verified that it was broken in transit. I refunded the full amount to the buyer including shipping fee. Before the refund, this buyer still left me a negative feedback that the item arrived broken. Is there anything I can do?

Can't the seller reply to the neg? As a buyer, I see these, and a factual reply by the seller alleviates any bad feeling I might get e.g., "We agreed the item was unfortunately broken in transit and we refunded you in full".
Could the item have been more securely packaged? It seems anything that really needs protection these days has to be secured in one box and then that box secured inside another.

Well, the rating is a neutral which IMHO is way better than a neg because it doesn't affect your feedback percentage rating. Anyway, the only way to get it changed is to persuade the buyer to do a feedback revision. The first step would be to send him a very apologetic message pointing out as you did here that you did your best to pack it carefully, and that he has gotten a full refund. If he doesn't revise it, you can leave a reply which points out that he got a full refund.

I don't think ebay will remove that feedback.
You could ask the buyer to revise the feedback (if that is even allowed for a neutral feedback).
Other than that I would just respond with a simple:
"Item damaged in shipping. Buyer fully refunded."

If shipped priority, you should have some insurance coverage from USPS. Did you mark the box fragile, glass, or handle with care?
Looking at buyers' status (a 4 feedback), they are probably just replacing an item their kid broke or themselves.

For some reason I can't seem to view the item listing itself, but if it's like the vintage Minnie bobblehead that I own then it is indeed ceramic or resin and needs to be double-boxed for shipping.

You have a Guinness pint glass listed for sale. I have an Ebay ID that's well over a decade old with a feedback of TWO. If I buy that pint glass from you on that ID and it arrives broken, can I assume that YOU are going to assume that I'm replacing my broken one with yours when I file a return?
What if I buy on this ID, the glass arrives broken and I file a return? Does that make THIS ID somehow a "better person" than my other ID that only has two feedback? What about my main buyer ID that has a feedback of over 500? Would that one suit your requirements more?
Sorry, but this attitude from sellers really chaps my hide.
Oh yeah, the reason that ID only has two feedback is: I made it to start selling on years ago, but just let it sit. Three or four years ago I decided to dust it off and start buying to get some feedback. Almost ALL the items I bought were cancelled by the sellers. Why? Because I had no/low feedback and they considered me a high risk scammer. How do I know that? Because I ASKED them, and that's what the ones who had the decency to reply back told me. And what was I buying you may ask?? Cheap paper and old books, nothing remotely scam type items.
