I had an item that a buyer with a history of one purchase placed a bid on and won. He immediately requested to cancel order. I agreed and cancelled the order.
A few weeks later he left negative feedback. I hadn’t looked at my eBay account for a few months and then see where he left negative feedback.
Now eBay will not remove the negative feedback? What the hell? Why does eBay allow people to leave feedback on items they cancel? Of course trying to get any information from eBay is like traveling seven layers of hell.
Any hope of getting this removed?

You probably should explore this a little further. It's always been my understanding that, with a cancelled transaction, no sale took place and therefore no FB could be left. Was that FB left prior to the cancellation?

Cancellations allow feedback because they are envisioned as agreements between sensible adults that a transaction should not proceed.
Then polite remarks(feedback) is exchanged.
In this case, the buyer is at best confused. I suspect he is embarrassed to have made such a public mistake.

Ask the buyer why they left negative. It could have been a mistake. I got one recently and the buyer confirmed that it was a mistake. He also confirmed that he would be happy to change it. Ebay showed an option to ask for a revision of FB by the buyer. I don' t know if this is available to everyone, or who is eligible. In case you have that option and your buyer agreed, try it. Unfortunately, in my case, ebay sent me a message that they sent the request to the buyer. But I never heard from the buyer, so I think that ebay probably did not send anything. I didn't want to pester the buyer anymore, so I just let it go.

I have a buyer wants a refund and he has not even received the item he bought. I don't except returns on preowned items. He says I didn't ship it fast enough although it went out next day USPS through EBAY. He didn't even look at the tracking. He keeps threatening me with a bad review. I am at the point with EBAY where I don't care anymore and it isn't worth the hassle to sell here. I sold a $1000 on here last month and I get tired of them siding with buyers who really are no entitled to anything.

Its a little too late to do anything about it.
Buyer's only get 30 days to revise a feedback.

You have no choice but to accept returns on ebay, otherwise ebay just refunds them and lets them keep your product should the buyer state the item was not as described. ebay just takes their word for it.
In situations like yours, I tell the buyer I cannot cancel an order that is in transit, and that they will need to return it if they want a refund, no exceptions.
By the way, if ebay ever refunds your buyers and lets them keep your product, say thru an INR or whatever else, they are still obligated by law to pay you or return your product. If not, they are committing mail fraud.
I do agree with you on the ebay siding with buyers part, its ridiculous. ebay's policies do nothing but enable rampant abuse of this platform's sellers.

But.
No Returns does not mean No Refunds.
"I regret you are unhappy with your purchase. Please return it for refund."
Rinse . Repeat.
Do not refund until you have the item back in your hands.
A No Refunds policy is often a sign that the seller will not cooperate if there is a real problem and buyers will go to Claims rather than try to work things out.

NO.
A "no returns" policy says that the seller never wants to see the item again, refund or no refund.
If you can find a law that says differently, I invite you to post it with references.

Agreed. I think there is a lot of confusion about the difference between a feedback removal request (which goes to Ebay) and a feedback REVISION request (which goes to the unhappy buyer).
