Country exclusion broken for over a year, support will not help

For over a year all my listings have had eBay forced country restrictions which I cannot remove.  I've had a number of chats with support regarding this.  They gave me all kinds of excuses from "it's a temporary technical issue", "it will be resolved next shortly", "it's a covid restriction", "UPS does not ship there (they do)" but well over a year and nothing has changed.  I don't use eBay shipping, I use a 3rd party service to print my labels.

The countries are Qatar, Kuwait and Saudi Arabia.  I have customers there, I can ship there via UPS/DHL and do from our website sales, but eBay is adding them to the excluded list without my permission.  When I revise the listing those countries do not show enabled in excluded list.  As soon as listing is viewed on the public eBay site as a buyer they show excluded.  There's no way to enable them.  Support has been useless.

I'm tired of losing sales, what is going on?!!!!!!!!!!!!!!!!!!!

(the profile I'm using to make this post is not the one with the listings, I want to keep that private)

I don't have an answer- but just wanted you to know there is 1 listing on this profile, and it also shows that. I'm not sure if it is because you are in Canada or? I exclude all non US, so I have no other info to offer.

I used another profile to post this.  Trying to get attention from someone from eBay if they visit this forum.

Those countries may have been part of the embargo and excluded due to COVID amongst their population.

Check restricted imports to those countries on line

We sell on our website and ship there with UPS/DHL.  There are no shipping restrictions.

Here are some screen shots of a single listing settings, as you can see those countries are not on the excluded list but appear to be when viewed by a buyer.

Okay, so you said it was not on this id, the only listing you have on here does have those countries as exclusions.

Can you post a item number from your other selling account

I would rather not post the listings.  The last screen shot is from one, and today I had 2 customers from those countries ask me why I don't ship there.  I have no way to enable it, all I can do is tell them to go to our website instead without triggering a red flag.

No worries, just wanted to see what I could (I am in Australia) and thought it might be a site error

Re: Country exclusion broken for over a year, support will not help

It might be something to do with this, UPS suspended their guarantee for delivery to many countries last year, and doesn't appear to have lifted the suspension for Qatar yet.

https://www.ups.com/qa/en/help-center/shipping-support/service-guarantee.page?

Also for Kuwait: https://www.ups.com/kw/en/help-center/shipping-support/service-guarantee.page?

And Saudi Arabia: https://www.ups.com/sa/en/help-center/shipping-support/service-guarantee.page?

However, on the Israel UPS website, there's an update that specifically says the suspension is lifted for Europe, but it's posted on the Israel website, and not on the 3 listed above.

https://www.ups.com/il/en/help-center/shipping-support/service-guarantee.page?

So that's rather confusing, but it implies that UPS still can't guarantee delivery times for some countries. That may affect the availability of that shipping service on eBay.

Re: Country exclusion broken for over a year, support will not help

Maybe but that would be a silly thing.  Not being able to guarantee a delivery date should not mean you can't ship, it does not since I ship there already for sales outside of eBay. Unless you're using eBay global shipping than eBay should not interfere with the sellers shipping methods.  They have absolutely zero to do with how I ship, if a seller says they can ship it's on them to make it happen.

If I say I can ship to the Moon than I should be able to offer that as a shipping destination.  If I don't deliver than I will suffer the consequences.
