Please explain: There are hundreds and hundreds of stores on eBay that sell repair manuals, either on a physical USB or СD drive, or simply by providing downloads link. I also have some rare and interesting manuals that I bought earlier that I would like to sell. But as soon as I list them, the robot immediately deletes them with a message that this is due to Counterfeit items policy. Support is absolutely incompetent - they only use standard scripts and phrases, and reject any appeals regarding the listing. Although I prove that I have all the rights to such items and that they are permitted for distribution and sale. I am already tired of writing to support 10 times - a waste of time and nerves. At the same time, everyone else continues to sell similar goods for many years. Moreover, this is done by ordinary sellers, who have all their goods mixed up, and not by specialized and exclusive sellers! Why such discrimination!? I have 100% positive feedback and more than 2 years of positive experience in another group of items, i.e. I can't say that I'm a newbie. But Ebay is frankly disappointing with its selective and unfair attitude, as well as absolutely incompetent support that does not try to solve the issue, but only formally exists.

Now you're just blatantly admitting that they are unlicensed copies and trying to justify it because others get away with it.

provide a download link. that's the problem, I would guess.

Even if you somehow have rights to copy these manuals, except in a few specific exceptions, digital delivery is only allowed by authorized sellers and is probably why they're being removed.

He seems to be saying that even actual hardcopy manuals are being flagged:

It doesn't matter what others are doing. If they're making unauthorized copies, they WILL be caught. It may not be today or tomorrow, but it will happen.
Have you ever gone over the speed limit in your car? Have you seen other cars pass you at a faster speed? If you were to get stopped by police and issued a ticket, YOU are the one they caught!

Please explain.
eBay's policy enforcement is not always comprehensive, timely or accurate.

Looks like all the branded items he is dropshipping from China are also counterfeit.

I think the problem was probably in the text of the description... wording that offers to provide an emailed copy or download link. Photos of the manuals would not trigger any alarm bells, but the wording probably did.

Every single item in his sold listings is counterfeit. Every single thing he said has indicated that he wants to digitally deliver or produce these manuals himself.
