Please note the use of the word "defer" in the announcement.

also note "store subscribers"...
therefor non-store sellers are not included...

A deferral will not help most people.
Many want a waiver of store fees due to closing their store or putting in vacation mode and not selling.
The monthly store fee for nothing is irritating to say the least.
It may be cheaper in the long run to pay the prepayment penalty and say adios as Ebay has said a number of times, they want the monthly store fees paid.
Each person will have to look at their situation and make their own decisions, no matter what anyone else says, as there is no telling how long this will last, how sales will be when it does end, or if ever will get back to normal.
I do know from a personal standpoint, paying Ebay that subscription fee for nothing has curbed all my purchasing on principle, not due to lack of funds.
If I decide to pay the prepayment penalty, I will be gone as a seller and a buyer.
Being hard nosed may bring in some very needed income for Ebay but is definitely not a good long term solution.

We will have to find out what defer means. Of course our sales have been impacted and I haven't sold enough to pay my store subscription this month.

If ebay didn't have their monthly store fees, the quarter revenue might just end up being much less than +2%. They get raked over the coals for what little they do get now.

The announcement says, "With that, we’re going to defer most selling fees for eligible Store subscribers for 30 days."
This could be a terrible option for some. If one does not have the funds to pay fees this month, it is possible they will not have the funds next month either.

We’re deferring fees to support our small and medium business community through COVID-19
Small and medium businesses are at the core of our community, and we know that many of you are facing uncertainty, given how much is changing due to COVID-19.
When we asked many of our sellers what support is needed right now, help with cash flow and flexibility with payments was top of mind. With that, we’re going to defer most selling fees for eligible Store subscribers for 30 days.
If you are an eBay Store subscriber and could use help with your payments, check back here or your email on Wednesday, March 25, for complete details and how to request support.
We are deeply committed to supporting our sellers through this difficult time. We want to relieve some of the pressure you’re facing and give you the flexibility needed to sustain your business.
Be well. Thank you for being a part of our community, and for selling on eBay.
Jordan Sweetnam
Senior Vice President + GM Americas Market
Best of luck to all in these trying times.

Well, perhaps, considering the coronavirus situation, they won't send the accounts to collection if things don't pick up for 'qualified' sellers. Of course, with a credit card backup on file, I doubt that they will be too worried.

I have a store, but will pay my fees as usual. I don't have great sales right now, but more than enough to pay the bills. I know it is hard to be motivated, I know my motivation is low but what else is there but to try and list things for the day life gets back to normal.

Ouch! Fortunately, I have made enough to pay for the anchor store subscription, but I am not as confident about next month. (I will be able to pay it one way or the other, I keep a healthy reserve.)
After that, I downsize here and move items elsewhere. How much I downsize is TBD. I had a plan, but like most people's plans, mine are out the window after the past few weeks.
