I was recently selling a digger on eBay on behalf of someone else as they are not very tech savy. Someone bought it on eBay and then for some reason the person who's digger it was was refusing to deliver the product. As a result the buyer opened a case against me on paypal which resulted me having to send a refund through paypal's case system. Anyways, this hasn't cancelled the order on eBay and it is still claiming that the case is open (even though I have got conformation that the case is closed from paypal) and they are now invoicing me £250 in fees even though I haven't actually sold anything and they won't let me cancel the order. Any ideas?

Since you did the refund on paypal you will have to contact ebay to have the fee waived. Have paypal info for them when you contact them.

What method would you suggest to contact ebay as they do not have a customer support email and their call centers are closed at the moment

Since you are a UK seller, I take it the transaction took place on ebay.co.uk? You might want to check the UK discussion boards to find out how to contact their customer support network.

Here on ebay.com (United States), our "Help & Contact" page has an "Email us" option. We can also contact them via Facebook or Twitter. No idea whether there are different sites for UK buyers/sellers.

OP's story is a good example of how not to dropship.
