Do free vehicle listings renew?

I have a very niche, expensive vehicle I've been trying to sell for awhile (and coming very close). I used up my 6 free vehicle listings, and assumed that would renew with my shop listing, but they haven't in over a year. Is this a one time thing?

I think 145 Bid Retractions in the last 12 months is too many ...
