We can no longer speak with customer service? I can't even get a live person to chat. Only the automated chat. Have things changed? Could someone please tell me if there is a way to speak with customer service? Thank you.

Sometimes when there isn't enough staff to handle all the different ways they have for us to contact customer service they will close those for the time being. That doesn't me the options go away forever, just until they have enough staff to support them.
The options may only be gone for a few minutes or not back until the next day.
Here are your options for contacting Ebay Customer Service. Please be aware that for social media CS, you send them a Private Message and briefly explain what your problem or issue is. Feel free to leave your Name, address, phone number and/or your email address in this message. It is private and secure and it may help to speed up the response for you.

Your options will be on the left. If you use the link below you can only get to the Automated Assistant or Chat box type AGENT in the box and hit enter. You will then get more options. Not all options are available 24/7. It will depend on staffing available. So sometimes you can request a call back and sometimes you can't. Sometimes you have the Chat option available and other times it won't me. If it is important to you to use one of those options, just try back later.
If you use a cell phone or other mobile device, you may need to turn off your Spam filter so that Ebay can call you.
If you are a seller outside of the US or Canada, you will need to use the Chat Option.

If you have either Facebook or twitter you can send a private message on
Facebook.com/ebayforbusiness
Or twitter.com/askebay
The social media options are manned by higher trained CSR reps.

As @robbie31415 suggested, stick with the social media options to get stuff done. Simple as that.

Through the automated chat I type request agent to call me, just spoke with an agent yesterday. They call within a minute.

Another point that needs to be made here is that there are some problems that can be handled without actually speaking to anyone. You've not specified what your issue is, so, of course, we don't know if it falls into that category or not.

Yeah this is insane eBay just needs to go out of business. They should have years ago but they decided just scam us instead and wonder money with an overseas platform since PayPal had to follow US state and federal guidelines and wouldn't allow them to cheat us like they wanted.

There are Customer Service links at the TOP and the BOTTOM of every Ebay page. All you have to do is look for them.
I have no idea what you are insinuating about Ebay and PayPal. PayPal is a Money Processor as is Ebay now. Both companies have to adhere to the SAME rules and LAWs. One is not different than the other.

well no chat option is offering the automated chat to me, only want to call me and I'm abroad
the USA they cannot call me no option for the country where I am only USA and Canada
how can I chat with an agent? seller do not respond to a return request no label sent after 5 days

If the seller didn't respond to the return request then go back to it and click "Ask eBay to step in".
No need to speak to anyone.
