Went to combine two orders but rec'd the message 'orders cannot be combined as ebay has collected tax on one or more of the orders'.
both to the same ID and address

Went to check the listings, but you must be posting with another ID...did you use EIS (eBay International Shipping)? Are the products (at least one already paid for by the buyer?

No, use USPS FC intl shipping on both.
although they are in My ebay, awaiting shipment, when I go to 'view order details', it does have this message on both:
The buyer has paid for this order and we're processing the payment. When processing is complete, the funds will be available for payout.

Combining shipping fees after the buyer paid
If a buyer has already paid for shipping, you can still offer a combined shipping discount by sending a partial refund to the buyer from the Orders tab in Seller Hub or My eBay Sold.
Shipping combined orders
Once the buyer has completed payment, you can create a shipping label from one of the orders and upload that tracking number for all of the items in the new combined order.
If it is a FAIL, just go buy the label someplace else. Pirateship is good, and you can request the 'export rate' which may save more?????

I have done both - refund for combined and/or just add tracking for the second.
but, still don't understand what ebay has done here?

Just shooting blanks in the dark here...
Since ebay is obligated to collect and remit VAT (or similar) to any country we/they ship to, the export paperwork is probably "connected to" each particular order. ..
example (guess)....
Order #100 for 50.00 has 4.00 VAT collected. The associated paperwork references Order #100-VAT 4.00
Order #102 for 40.00 has 3.80 VAT collected. The associated paperwork references Order #102-VAT 3.80
This (like a scan sheet we take to USPS) summarizes the VAT collected for the country...
So, if you try to combine them, they (customs) do not see that #100 and @#102 have been combined
Had your customer used the Add to Cart option, this would not be an issue. Since each order is separate, the collection process requires separate mailings and appropriate paperwork...
