I shipped an item to a Canadian buyer who refused to sign for the delivery (prob didn't want to pay the tax) and has now opened a case asking for the item because it wasn't delivered. I don't want to waste money re-shipping the item only to have him refuse again. I also do not want to eat the shipping cost or the final value fee. What is my best course of action? The item was returned to me.

You will want to double check with customer service at Ebay, but I believe the money back guarantee is invalidated when a buyer refuses a delivery or fails to pick up from a post office. Thus you might be able to refund less all your expenses and then relist the item after blocking this buyer.

No. Ebay has shut down CS Phone option, claiming it's due to guidance of local health authorities in concern to Covid-19 and now you need to email them. I did email them.

The tracking information you linked, however, indicates that on March 4:
"Recipient not located at address provided. Item being returned to sender."
What information do you have that indicates the buyer refused to sign for the delivery? I'm not seeing that, but perhaps I'm not looking in the right spot?

I just received an e-mail from Ebay:
We reviewed this case and have closed it without any refund to the buyer.
The case will not affect your seller performance. Any feedback left for this transaction will be removed.

Since you have the item back and can sell it again, you should refund the buyer less any shipping costs and fees.
