I had someone buy an item from me 10 days ago. They haven't paid and after about 5 days they stopped corresponding with me, even though I made sure to keep up with them. I cancelled the order today and was hoping to leave some feedback, but I don't see the option to do so. I know that buyers can leave feedback on cancelled orders, but can sellers?

Turning on what option? If you're the seller, you won't see the option to give a negative feedback rating, and it is a violation to leave a negative comment in a positive rating. What option would you turn on that would change those facts?

Sellers can only leave positive feedback for buyers. If buyers don't pay you can relist after eBay allows you to cancel on the 4th day with no payment.

EBay have made the site all about the buyer, you could leave feedback once upon a time but now as a seller you have to just accept being mucked about by buyers who change their minds. The idea with feedback it’s works both ways. Not just for the buyers benefit.

A bid means nothing unless there are consequences for not completing the transaction. The seller assumes all the consequences. I ordered a new set of golf clubs after the 12 hour "no cancellation". The buyer reneged. I suffer the consequences, not the buyer. This is rewarding bad behavior.
