I want to block a bidder because she keeps winning auctions and then can't pay. However, she did pay for one item and she hasn't left feedback yet. Can I block her without worrying she will leave negative on the item she already recieved?

Blocking her won't stop her ability to neg on the one item she won.
It'll stop her from making you worry about negs, on the next dozen items she wins...

I do mostly fixed price with IPR, but when I have done auctions, any non paying bidder is blocked quickly.
Yes, they can leave a negative.
You have to decide if a negative hurts you more than someone not paying.

If she leaves Neg FB concerning a completely different item that can be removed.
It would take phone calls to ebay and also depend on exactly was is stated.

I have no idea if my Fixed Price items have Immediate Payment on them. I can't figure out how to turn it on or off. Do you know if it is automatic on now?

You currently are showing one fixed price listing, and it does have IPR.
eBa's official policy is that IPR would automatically be added to most listings under $1000 (a few exceptions and criteria) but the rollout has been very slow and uneven. If you want to have it, you should l use the Advanced version of the listing form so you can check it off for yourself.

I have yet found out how to use the Advanced version as there is no button for it.

In the upper-right corner of the listing form, click on "Change listing preferences." On the next screen, in the upper-right you will probably see a link to switch to the Advanced form. But eBay is always chnging the forms, and members are often shown different versions.
