Is it OK to put this into some of my listings:
"In order to purchase this piece you must have at least 10 positive feedback with no negative or neutral feedback and you must have been a member of Ebay for at least one year."

You cannot enforce that; you should not post that (negative); most don't/won't read/see that anyway

Anything that discourages buyer participation is a policy violation as well as being unenforceable. Did you know that it's not possible for buyers to receive negative or neutral feedback?

What are you going to do when a buyer with less than 10 fb goes ahead and buys something?
I hope business is good enough that you can afford to chase away customers.

Nope.
You can go the buyer requirements on your site.
And go the highest possible standard.
I understand where you are coming from, new buyers learn how to buy on eBay from unsuspecting sellers.

I understand why you want to include that statement to discourage scammers because you are selling awesome one-of-a-kind Apollo (extremely high value) items. Unfortunately, you cannot prevent anyone from purchasing your items. Only thing you can do (which I don't recommend) is cancel sale after purchase is made.

Putting restrictions on buyers like that only reduces your potential sales.
Buyers who have very little feedback or zero should not be discriminated against either for perception of fraud or other reasons. Many zero feedback buyers are new to Ebay because they want to buy what you have to offer. Give them the benefit of the doubt and if something goes wrong, you have many seller protection options to use.

Not enforceable as many have mentioned. If you want to reduce the number of problem buyers your best option is to setup your buyer requirements.

As a 20+ year member with a few transactions under my belt, I, personally, would not buy from a seller who included those statements in their listing, just based on general principles.
It makes you look like a problem seller, IMO.

I get what you are trying to do but in the end posting something like this will cost you more than you think. I'm also a collector of historical ephemera and I know of many other collectors who are willing to pay for what they want with little hesitation. However if I saw something like what you've written here on any of your posts, I would back out and never purchase from you. Best of luck to you....

Not a good idea i would never buy from a seller who would state that in their listing
As stated buyers neutral and negative feedback is not allowed or even possible and can not be left for any reason . In fact that physical computer function option is not available to sellers to leave anything but positive feedback

Not legal per eBay, and that doesn't prove anything, anyway. Unruly buyers come with all sorts of feedback numbers and length of time here. It won't do anything and it may provoke.
Don't run your business to serve the scammers, run it to serve the 99% good people. Running it on the negative will only attract the negative.

That will not dissuade someone intent on defrauding you. The seasoned scammers know the rules well and that such a statement is unenforceable. What it will do is dissuade good buyers from buying from you.
