I want to be able to offer returns for clothing items but not my other items. If I put "returns accepted" on one of my clothing items, will this automatically set my return policy to "returns accepted" for all of my items? Would I need to have separate accounts to sell returnable clothing items separate from my other "no returns" items?

You can choose the Return policy of your choice with each listing. No... putting it on one won't affect the others. One selling account will work. Good luck.

No;
each listing, when creating it, you can choose
a.) how much it sells for
b.) the title
c.) the description
d.) the shipping amount
e.) shipping time (handling)
f.) return policy
Now, once you create your first listing, you can then click 'sell similar' and everything would be the same as the first, so you would then 'edit' all things as I described in a-f above.

You do realize that No Returns does not mean No Refunds?
eBay's policy overrides yours.

You misunderstood "No Returns". No Returns only means you, the seller, doesn't want the item back. The buyer gets to keep the item and YOU still have to refund every penny they paid you.
