This is what I found thru google and what I suspected:
Authentication services can determine whether an item is genuine and described appropriately. Experts from these organizations can often detect counterfeits from subtle details. Grading services determine the physical condition of an item; the system depends on the type of item graded.
My guess is there are so many counterfeits out there, they just don't want to deal with it anymore.

A Google seems to indicate that in the paper money world, CGA garnered a reputation for over-grading. Comments on various forums say things like "back in the days when CGA gave everything a 70" and "CGA is so tarnished that the eBay banwas more than justified".
