Buyer was able to open up two charge backs for same item....

In all my 18 years of doing this I have never heard of this or have had this happen before.  A short rundown of what has happened:

 

Buyer from China buys 2 sets of socks from 2 different accounts.  Both accounts look like they were created as a one time purchase as they were both created the day of the purchases.  I ship out both items the next day as eBay requires me to do.  I notice they are both going to a courier in Portland Oregon.  2 days later I receive notification that a payment dispute was opened on 1 of them.  The dispute reason was "I didn't receive my refund".  Ummmmm, there was no request or any communication at all.  So why would you receive a refund and the itme?  In the request it said that I was covered under seller protection.  On a side note, eBay had already kicked off both accounts, they are no longer registered.   Last night I received notice that I won the charge back.  Great, wonderful.  I was covered anyway.  A couple hours later I received notification that my funds were on hold and that another charge back had been opened on the same item, this time as " I didn't receive my item".  Tracking shows delivered to the courier in Portland.  But now my funds are on hold and it doesn't say I'm protected by eBay.

Have you uploaded tracking into the INR dispute? If not you need to do it then you should be covered.

Yes of course.  But his isn't just an INR dispute.  It's a charge back of an INR.  The other charge back was just closed the same day as this one was opened.

Few questions for clarification. The second chargeback you received, which account was it from? The first account that you already won the chargeback, or the second one that didn’t have a chargeback linked to it? 
I’ve actually received chargebacks for the same reasons you got, at different times though with different buyers. Both reasons are ridiculous as you JUST shipped the item out and never agreed on any previous refund with the buyer. I think I lost both chargebacks, but eBay protected me and paid me from their wallet including the $20 I lost for each chargeback for disputing them. So you might be okay. Stupid though how these banks allow the buyers to file such frivolous claims.

Both chargebacks were on the same account.  So they are for the same user id, item, etc.  I've never seen this before.  Didn't know it was possible.

It actually says in the charge back "the buyer has re-opened a chargeback for this item".  But for a different reason now.  That is crazy.  Especially since the "bank" already has the tracking from the first charge back to see it was delivered to Portland.

Oh okay. So the second account and their purchase has no impact to these chargebacks. I understand it’s a really weird coincidence, but for clarification isn’t really part of these disputes, right?

Yea I never thought of a buyer being able to file multiple chargebacks for the same purchase. But I guess on paper there’s really no reason why it should be prohibited. Much like how a buyer can file an item not received case on eBay, then lose it, and end up filing a not as described return case.

I’d guess that buyer isn’t really on the up and up and they’re trying to find different ways to eventually get what they want from you. As I said earlier, it’s sad how the buyer’s bank just bends over like that for them. Payment disputes, gotta “love” ‘em. Hope you’ll end up being covered by eBay.

Correct, the other account isn't part of these disputes.  Both accounts have been suspended though.  I'm waiting to call eBay when they open as I find it odd that another charge back on the same account/ item was able to be opened within hours of the other one closing in my favor.  Ebay should still protect me.  They are the ones who have found that both accounts were fraudulent enough to suspend.

Yea that IS strange. I’ve never heard of this happening to anyone. Good luck with the protection. If you don’t get help from the first call, I’d keep trying as I think your chances are good that you’ll find someone willing to help.

On my 3rd call to customer service and no one can help me.  They said that it happens sometimes, that's it.  No one can explain to me why I was covered under eBay seller protection the first time but this time I am not.

eBay cannot prevent a user from filing a second chargeback with his financial institution.

Ebay can prevent my funds from being held as they were not held the first time.  They have opened two chargebacks on the same item.  What is the limit on that?  I've never seen this before.  Can it go indefinably, like I keep winning the chargebacks and the buyer keeps opening them?

If you're contacting Ebays customer service you're just spinning your wheels.  They know about as much about how Ebay works as the man in the moon.  If you want to get some descent customer service, reach out on social media via Facebook:

These are US CS agents who work for ebay and can better serve you and give you the answers you need to proceed with this issue.  Many positive posts on their ability to be helpful.  The Ebay reps are contracted outsourced labor overseas.  They don't care about your problem because it's not their problem.

 

Try reaching out and see what can be done if anything to resolve your problem.

The title of your post was "Buyer was able to open up two charge backs for same item", not "why are my funds on hold".

 

That aside, I suppose eBay could release the hold on your funds. But since you are likely to lose the payment dispute they would be foolish to do that.

No idea. As I said before, eBay does not control charge backs to the buyer's payment method. It is the buyer's financial institution that decides how many charge backs are allowed, not eBay.

No idea. But most financial institutions seem to have a 180-day window for charge backs.
