In all my 18 years of doing this I have never heard of this or have had this happen before. A short rundown of what has happened:
Buyer from China buys 2 sets of socks from 2 different accounts. Both accounts look like they were created as a one time purchase as they were both created the day of the purchases. I ship out both items the next day as eBay requires me to do. I notice they are both going to a courier in Portland Oregon. 2 days later I receive notification that a payment dispute was opened on 1 of them. The dispute reason was "I didn't receive my refund". Ummmmm, there was no request or any communication at all. So why would you receive a refund and the itme? In the request it said that I was covered under seller protection. On a side note, eBay had already kicked off both accounts, they are no longer registered. Last night I received notice that I won the charge back. Great, wonderful. I was covered anyway. A couple hours later I received notification that my funds were on hold and that another charge back had been opened on the same item, this time as " I didn't receive my item". Tracking shows delivered to the courier in Portland. But now my funds are on hold and it doesn't say I'm protected by eBay.

Why would you base your response just on the title and not the content of my message? Makes zero sense. Why am I likely to lose this payment dispute when I won the first one? It's for an item not received but tracking shows delivered. It sounds like you are just giving candid responses and have zero interest in actually helping in any way. So for the record, you also have no idea.

When I first responded, I quoted the exact sentence in the content of your message that I was responding to. That makes perfect sense to me.

Because the second payment dispute was for a different reason, and the new reason is not covered by seller protection.
It's for an item not received but tracking shows delivered.
The payment dispute was opened with the financial institution, and the financial institution makes the final decision. eBay's rules about delivery confirmation do not apply because this is not an eBay dispute.

In my first post, I answered a specific question that you had asked.
You responded to that with another post containing three points, which I addressed line-by-line.
Is there more help you have asked me for that I have not provided?
So for the record, you also have no idea.
If you are suggesting that I have no idea why your unnamed buyer's unnamed financial institution is allowing that buyer to resubmit a charge back with a different reason, you are correct. I have no idea why that unnamed financial institution has set up their rules that way.

Just so you know, eBay has now said this is covered under seller protection. I have spoken with a rep from managed payments who confirmed that the reason why my funds are being held this time is because the system is set up to do an auto-hold when a second charge back is opened on the same item. They also said it's super rare. So you're willingness to give advice on things you do not fully understand can do way more harm than not. Simply throwing it out there that someone will lose a charge back because it was opened is ridiculous. I'm a seasoned seller, not new. However, if I was a new seller, your responses would have been enough to discourage me from selling on eBay. I sell full time, have for 18 years. I sell thousands and thousands of items a year. I get charge backs fairly often because I sell so much. I have never had this happen before. So you coming here acting like it's common is just not the case. If you do not actually know how to help or give advice please refrain from commenting. You will end up chasing good honest people away from eBay.
And I said you have no idea because that is what you replied with. You have no idea. So if you have no idea then why comment at all? Not once did you say you've ever experienced this.

I believe so. We are at the mercy of whatever the buyer's bank allows the buyer to do.

When a buyer opens a payment dispute because they didn't receive the item or they don't recognize the transaction, sellers will be asked to provide:
- Evidence of successful delivery to the address provided by the buyer at checkout, or
- Proof that the buyer collected the item
If eBay determines that the item was successfully delivered or picked up:
- We will not seek reimbursement from the seller for the disputed amount, even if the payment institution decides that the buyer is owed a refund; and
- We will waive or refund the seller's dispute fee
Evidence of successful delivery
Tracking information from a shipping carrier that shows all of the following:
- A delivery status of "delivered" (or equivalent in the country to which the item was delivered);
- The date of delivery;
- The recipient's address that matches the one found on the Order details page, including the city/county or zip code (or international equivalent); and
