Buyers happens to live just a few miles from me so she wants to do local pickup (which was not offered in the listing). Will it affect my rating if she pays online but I do not ship?

Yes, it seems like the best solution and to follow the tracking.
If I have local pickup as an option I use the 'cost for local pickup' feature at a minimum $10 fee. I swear it seems that people think using local pickup doesn't cost anything. I certainly don't want anyone coming to my ebay house so it is going to take some driving to meet them and that costs time and fuel.

There shouldn't have to be a workaround for this. The buyer should be able to request a local pick up even if the seller didn't offer. If the seller accepts, the sale converts to local pick up and the confirmation of delivery via that method automatically kicks in.
Agree people should follow safety procedures like meeting in a public place.
The goal of eBay should be to remove friction to the completion of any transaction.

I disagree respectfully. If a buyer wants local pickup at a public venue they should go to a shopping mall instead of ebay.
If a buyer who has paid quickly decides they must have their item faster than three days it will cost them a $10 fee for me to arrange it plus I will still mail the packing slip using the original ebay label so that the tracking shows deliver.
Not everyone has smart phones or even the time to let the customer call the shots. QR codes are not the answer to everything.

I've turned down many people who wanted to do a pick up. All of those have made the purchase and paid the shipping. Pickups consume much time and cost me more money than it is worth. If I wanted a real job I would go to work outside in the real world . Instead I will stay at home and keep my minimum wage job here.

If they are buying the kind of item that can be bought at a shopping mall, IMHO eBay is probably not the best place to buy it from, to begin with.
Most of the many local pickup sales I have done were for either unshippable items (large and/or heavy), time critical (needed ASAP), or OOAK collector items that the buyer wanted to see in-person.
I will always remember hand-delivering to a lady her deceased sister's high school yearbook.

I'll I am suggesting is a formal way to make the request. It's the sellers discretion if they want to agree to the change. Having the process in place makes it easier to complete then some convoluted workaround.
It wouldn't stop you from doing as you do know or declining if you felt inclined.
Local pick up does take time that's why sellers should have the control. In my area, a metro with traffic, unless something is big or heavy, I'd probably opt for shipping even a couple of towns away. But if a buyer was time sensitive I would work to help them.

Proper way to do this is to end listing at buyers request, or incorect address.; and relist it with the local pickup option.

Ok, if ebay were to make a simple way to convert an existing sale to local pickup when it wasn't already an option ebay would have to guarantee that no false claims could be opened at any time once the item is delivered and accepted. Now for the obvious flaw to allow any buyer to ask for local pickup.
However this couldn't be helpful to a seller with thirty sales per day. Imagine if ten people per day asked for local pick up when they lived over 50 miles away. Another fifteen might live within ten miles. Half of them flake out and don't show up on time.
The existing system of giving the seller the option to include local pickup as an option in the listing works just fine. The buyer may ask when it isn't listed and the seller can then decline. If it is an option the seller can at least cover the cost of doing it by charging the same amount as the shipping. I happen to charge a dollar per mile both ways.

@jthole I would ask her if she would like to request to cancel the order, then you could revise the listing to include Local Pickup. She could then repurchase and you could scan the QR code when she picks it up. Yes, you'll get dinged if you don't upload a tracking number for an item that is supposed to be shipped. They will also ding you for not shipping on time as well as the tracking not uploaded.

I had a situation where the buyer did a "Buy it Now" which included shipping charges. I had not checked the box to offer Pick Up Locally. The buyer asked if he could pick the item up and of course get a refund for the shipping charges. Since Ebay doesn't allow you to change shipping after sold, I thought I could cancel the order and re-list it with the option to pick up locally. Cancelling the order and re-listing wasn't a good option. Ebay is getting their money one way or another.
- If I cancel the order Ebay would charge me $6.07
- If I issue a credit for the $21.10 for shipping they would charge me $2.71
- I've already paid Ebay's of $2.74 on the $21.10.
I decided to refund the buyer the $21.10 in cash at the time of pickup and figured the cost of $2.74 was for a lesson learned,
Lesson learned: Offer pick up locally when listing an item.

I apologize for not reading all of the replies. Here is my advice depending on the item. If it is expensive, say a gold necklace, be wary of a scam such as a snatch and grab or someone casing your location when they pick up. There are various ways to try and protect yourself, the QR codes etc., but eBay is WAY too prone to rule in buyer's favor if their is any kind of dispute. "I arrived late, it was not me that stole the necklace, I want my money back...." I did sell some furniture for a friend out of a vacant house. It was listed as local Pick Up ONLY. No problems there.

That would NEVER fly with ebay in the even of a INR dispute.
Why would they even suggest that?
