We sold a large machine to a buyer in Texas (we are in California). The buyer has paid for the equipment and the agreement was that he would arrange for pickup (this requires a rigger and a large transport vehicle to deliver it to Texas). He is not able to communicate well in English and is not making arrangements to pick up the machine. He is not being very responsive and we are trying to help him arrange for the delivery which is at his expense. He has reported that he has not received the machine. Is there someone at eBay that we can speak with that can help with the communication with the buyer ?

If buyer has filed an INR, just refund the buyer.

Buyer bought/won the item.
Buyer paid for the item.
Buyer was going to make arrangements to pick it up but has not.
Buyer does not respond to you.
Buyer filed a INR (item not received) with ebay.
There is only one way to solve this issue as @kensgiftshop stated.
REFUND THE BUYER.
If you do not refund the buyer within X amount of days, ebay will do it for you.

Once a buyer invokes an Item Not Received case, the transaction is at an end, as the only response is to refund. If you do not, eBay will put a defect on your account and force the refund.
I am leery of this buyer —who claims he will arrange pickup, not do it, then opens an INR case? As you still have your machine, refund and block this buyer. In the future, i would reconsider allowing a buyer to have authority over shipping. It puts you at high risk. That is because eBay will hold the seller accountable for what happens during transit. Plus you must ship by the date stipulated in your listing. That measure is part of eBay’s seller performance evaluation and can negatively affect your metrics and your standing on the platform.
