Buyer purchased a new pajama set. She returned the item and checked they were defective. There is nothing wrong with them. She had claimed they were scratchy. Since she checked defective, the return doesn't give me the option of not returning the original shipping charges. Should I just issue her a partial return? What else can I do? TIA.

Since she returned as a defective item you will have to refund her the total amount she paid.

@stephenmorgan is correct.
You owe the customer a full refund including original shipping.
The buyer should not be out any money.

Because they lied, eBay policy does not allow for the buyer to be out any money

"There is nothing wrong with them. She had claimed they were scratchy."
Maybe when she wore them, they were scratchy. I have bought clothes that I have felt very uncomfortable in because of the texture of the material on my body.
