An order shows it was delivered 2 days ago and now the buyer is trying to change the address am I going to be responsible even though they gave me the wrong shipping address to begin with and now are trying to change it after it saying delivered

No, you are not responsible. If the buyer opens a Item Not Received case, just go ahead and enter the tracking number into the case and you will win the case.

You won't have to reimburse, however they can still leave bad feedback. Even though eBay states you are protected via certain policies, negative feedback doesn't seem to get removed anymore. You can no longer upload images when disputing feedback, even if you state the exact policy that was violated and how, it's reviewed via AI, you will be denied with a cookie cutter response that doesn't address your case directly at all and they will claim no policy was, and there's there is no way to escalate or dispute the decision.

Most of the above is NOT true. Sounds like sour apples to me.
I've had feedback removed for EXACTLY the reason that the OP is going through. So, please stop passing on fake news.

Have you verified that the user ID on the message is actually the same as that of your buyer? It makes no sense for the guy to be asking for a change of address two days after it was delivered.
However, scammers send out these same messages in bulk to sellers of big-ticket items, hoping to fool one or two sellers who haven't shipped the item yet, so perhaps you're hearing from one who's a little later than usual in trying to scam your sale.
Doublecheck whether the message sender ID is that of your buyer. Let us know what you find. If it is not your buyer, you can ignore it. (One really obvious giveaway of an address change scammer is when they send you their supposed new address as a photo image, as eBay cannot easily filter out common scam text if it's in image form).

This situation can't be solved through eBay Messages. You don't have a way to get a second shipping label to the people at the old address so they can forward the package. You shouldn't have to pay for the buyer's mistake.
Encourage your buyer to go their Purchase History page, click on "I didn't receive it" and open an Item Not Received case. Respond to the case by pasting the tracking number. You will win the case with the Delivered scan. I believe that filing the case gets negative feedback removed automatically or else removed easier.
